Duties
You will apply planning technical skills in order to produce a wide variety of facility planning products and services for a high-tempo Navy installation.
You will assess and synthesize data to develop recommendations, requirements, and project documentation based on sound planning analysis.
You will develop justification and documentation for new facilities and major renovations through the Military Construction (MCON) and Sustainment Restoration and Modernization (SRM) programs.
You will apply knowledge of the Navy Shore Facility Planning System (SFPS) and work within that system to develop Asset Evaluations (AE), Basic Facility Requirement (BFR), Facility Planning Documents (FPD) in order to support projects.
You will actively communicate in both written and verbal form at multiple levels to inform, develop consensus, resolve conflicts, and gain approval.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- PROCUREMENT INTEGRITY CERTIFICATION is required in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended. The employee will be required to complete the OGE 450 annually.
Qualifications
For GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing planning recommendations for construction, demolition, energy, maintenance and facilities development projects; 2) Reviewing engineering/architectural drawings or specifications for construction, demolition, energy, maintenance, facilities development projects to identify inconsistencies; 3) Using planning systems and automated databases to capture spatial or geographic data to support facility planning. For GS-9: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and carrying out work within the established policies and practices while following instructions and guidelines to resolve encountered problems; 2) Preparing basic project documentation for projects, basic requirements documentation for site approval, and documentation for moderate to complex projects with minimal review/input; 3) Conducting Asset Evaluations on a majority of facility and structure types for review; 4) Participating in land use planning and site evaluations as a team member point of contact. In lieu of the specialized experience listed above you may qualify based on the education listed below:
For the GS-11 - Have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree OR a combination of education and specialized experience listed above that equals 100% of the requirements for this position.
For the GS-09: Have 2 years of progressively higher level graduate education leading to a master's degree OR master's or equivalent graduate degree
For the GS-07: Have 1 year of graduate-level education OR superior academic achievement
