This position is located within the Office of Strategic, Facility and Master Planning at the VA Greater Los Angeles Healthcare System (VAGLAHS) in Los Angeles, CA. The Program Specialist - Health System Specialist provides a full range of support functions assisting in the formulation and development of organizational facility plans and is involved in the analysis of demography of the Southern California market area.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Provides support to property management programs including developing, analyzing and coordinating short, mid and long-term range plans and programs in support of the Strategic, Facility and Master Planning (SFMP); Develops and monitors business programs, plans, procedures and methodologies analyzing business initiatives and processes; Conducts facility-wide studies or projects to meet organizational objectives and customer needs, enhancing teamwork and improving the organization's overall performance; Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives; Participates in the formulation and development of a thorough, administrative and strategic operational initiatives of the program to identify problems, analyze data and recommend resolutions based on specific knowledge of the program's objectives and priorities, resources and catchment area; Provides active and well-informed administrative participation in planning for the delivery of healthcare, identifying needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems; Tracks and monitors a multitude of ongoing studies and projects, briefing the facility leaderships on project status; Syntheses data, assembles into preliminary report form, findings and recommendations; Reviews the program budget initiatives subsequent justifications and defends for the program; Serves on various Health Care System committees; Works and helps oversee subcontractor team responsible for healthcare planning, construction, real estate, communications and logistics; Coordinates and implements initiatives critical to the operational success of the healthcare system with multiple VAGLAHS departments; Keeps abreast of current developments and trends in healthcare delivery and administration and makes improved concepts available to the programs with the office chain of command; Maintains a broad knowledge of improved healthcare operation issues, update equipment, construction techniques, etc.; and, Performs all other duties as assigned. Work Schedule: Monday through Friday, 8:00 am - 4:30 pm. Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist - Health System Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is applying the specialized principles and practices of effective and efficient operations in the health care delivery system; providing a variety of administrative management services essential to the direction and operation of a health care department or organization pertaining to budget/funding management, planning/managing projects or studies, preparing reports and correspondence and presenting information; analyzing data and measuring the health care organization's performance. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Program Specialist - Health System Specialist position. Education cannot be credited without documentation.~OR~ Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the Program Specialist - Health System Specialist position and must have been obtained in an accredited college or university. You will be rated on the following Competencies as part of the assessment questionnaire for this position: PLANNING AND EVALUATING PROJECT MANAGEMENT TECHNICIAL COMPETENCE MANAGES HUMAN RESOURCES IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work of this position is primarily sedentary and may include some need for occasional travel. The person in this position will be subjected to stressful situations due to short time frames for completion of assignments and potential and actual conflicts. The work is performed in a typical office setting. The work site is properly heated, lighted and air-conditioned.
