This position is located in Fiscal Service at the South Texas Veterans Health Care system and functions under the Chief Accountant. Incumbent performs a variety of professional accounting service that requires the application of well - established accounting principles, theories, concepts and practices.

Duties

Duties may include but are not limited to: Provides professional accounting services in a computerized, integrated double entry accrual accounting system in support of the Medical Center. Process a wide variety of accounting transactions and prepares responses to accounting inquiries. Reviews purchase orders, contracts, travel orders and similar documents for obligation against appropriated funds. Duties performed include analyzing and reconciling a variety of accounts and transactions; developing procedures to be used in the design or modification of automated accounting systems; providing advice to management; assisting management in applying financial data and recommending alternatives to resolve difficult problems; adjusting differences between the general ledger and subsidiary accounts. Assists in areas of training and cross training for office personnel, control point /IPPS users, etc.. Must possess an extensive knowledge of VISTA, IPPS, FCM, Snapweb, FRS, FASPAC and Microsoft office. Maintains responsibility for performing account reconciliations, audits and regular reviews to ensure the integrity of the accounting data within the computerized systems. Maintains the Fixed Asset Equipment accounts, prepares Journal Vouchers, and Standard Vouchers for documents input into the Financial Management System (FMS). Performs all phases of the Non-Recurring Maintenance (NRM) for Construction appropriations and the integrated fund, distribution, control point activity, accounting and procurements. Apportions his/her time reviewing existing systems and workflow procedures in order to identify discrepancies or opportunities for system enhancements and analyzing systems requirement and designs of VA's Financial Management and Accounting Systems. Monitors the activity in the Purchase Card Program ensuring accuracy, costing and appropriateness of data transmitted to general ledger and corrects discrepancies and rejects. Responsible for witnessing the Agent Cashier bank deposit for accuracy. Performs various duties to ensure continuity of accounting functions. Work Schedule: This position is a telework position. Tour of duty: Monday-Friday / 0800-1630 Position Description Title/PD#: Accountant/PD02487A Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Basic Individual Occupational Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPT REQUIRED) 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (TRANSCRIPT REQUIRED) You may qualify based on your experience and/or education as described below: GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of professional accounting principles and theory; this includes general ledger, cost and allotment accounting; Knowledge of VA accounting policies, regulations and procedures, as well as professional knowledge of accounting practices, methods, skills standards, and techniques required performing routine and non routine assignments independently using procedures and practices that are conventional and apply to most situations encountered; Knowledge of accounting procedure related to appropriation funding, budget, allotment, obligations and disbursements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of full-time graduate education. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study). (TRANSCRIPT REQUIRED) To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
