About the Position:
This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)) in Fort Sam Houston, TX.
This is a Direct Hire Solicitation.
Recruitment or relocation incentives MAY be authorized for highly qualified candidates.

Duties
Provide guidance and assistance to the Defense Care Financial Management (DCFM) activities on accounts payable requirements.
Participates in formal briefings or equivalent meetings to provide accounting advice and assistance.
Assists program managers in maintaining accounting data integrity.
Provide training to non-financial personnel on financial responsibilities.
Participate with senior accountants in representing Defense Health Agency (DHA) Direct Care Financial Management in implementation of new or revised DHA financial policies or systems at subordinate installations and activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- This is a Financial Management Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements for the Staff Accountant, GS-0510-12 Position:
Degree: Bachelors degree inaccounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.(The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the Basic Requirements above, you must also meet the Minimum Qualifications stated below:
Specialized Experience: One year of specialized experience which includes: assisting in identifying, monitoring, and/or reporting trends within an accounting system; organizing financial data for use in executing performance measures and examining financial reports to ensure financial compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
