About the Position: As a Public Safety Dispatcher the incumbent will provide emergency police, fire and medical services to the public by answering 911 calls, and dispatches appropriate personnel and equipment. Maintains an accurate status of emergency response equipment and personnel to assure prompt and accurate response.
Duties
Responsible for caller interrogation to determine the problem and the nature of the call.
Manipulates computer keyboard to acknowledge or defer alarms, determine the priority level of each alarm generated, determine the operational procedures for the alarm and act in accordance with standard procedures.
Determines cause of an alarm, type of facility, and initiates action in accordance with procedures set for that type of facility, i.e., notify user/activity personnel for immediate response force activation, police, fire department, etc.
Monitors and logs status and availability of police, fire and medical first responders to assure an appropriate response is made.
Employee will access multiple National Database Systems to obtain driver?s license data, vehicle registration data, identity data, criminal history and other highly sensitive law enforcement information.
Transfer caller to proper agency as determined or dispatches a variety of emergency equipment to include police, fire, ambulance, Medical Evacuation (MEDEVAC), rescue or hazardous materials units.
Performs crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene.
Provides emergency medical dispatching assistance to callers with medical emergencies using the Priority Dispatch system.
Maintains continuous telephone contact with caller, when appropriate, during emergency situations and gives instructions regarding what to do, and what not to do, prior to the arrival of pre-hospital care providers.
Provides assistance to medical, police and fire personnel by acting as liaison between department personnel and other agencies.
Notifies fire stations of street closures and sprinkler systems that are out of service.
Notifies police, fire department staff and other agencies concerning incidents when needed. Refers non-emergency callers to appropriate civilian and governmental agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Secret Clearance.
- This position is subject to a pre-employment physical examination.
- This position is subject to a pre-employment drug screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- Appointment to this position requires the employee to posses a certification in Emergency Medical Priority Dispatch System Training at the time of entry.
- This position requires the employee to obtain and maintain Department of Defense Telecommunicator Level II Certification within the first 6-months of employment.
- This position requires employee to obtain and maintain a Cardiopulmonary Resuscitation (CPR) Certification within the first 6-months of employment.
- This position requires employee to obtain and maintain a North Carolina State Division of Criminal Information (DCI) System Operator Certification within the first 6-months of employment.
- This position requires employee to obtain and maintain an Emergency Police Priority Dispatch System certification within the first 6-months of employment.
- This position requires employee to obtain and maintain an Emergency Fire Priority Dispatch System certification within the first 6-months of employment.
- This position requires employee to continue ongoing dispatch education (CDE) training throughout the employment.
- This position requires employee to obtain and maintain a Department of Defense (DoD) Hazardous Materials Awareness Certification within the first 6-months of employment.

Qualification Requirements GS-07: One year of specialized experience equivalent to the GS-06 grade level in the Federal Service which includes answering telephone emergency 911, and non-emergency calls coming in for police, fire, or ambulance assistance, dispatch emergency personnel and vehicles as needed in accordance with procedures established for priority level; operate dispatching communications software; use automation equipment to log calls, prepare reports of activities, and assist with medical dispatching with emergency callers medical emergencies until appropriate emergency units arrive. This is the typical of work performed at the GS-06 level.
