This position is in the Global Strategy and Negotiation Division (GSN), Multilateral Negotiations and Regional Affairs Branch (MRB), Office of International Affairs (OIA), Federal Communications Commission located in Washington, DC. Relocation expenses will not be paid.

Duties
As a senior legal expert and adviser, the incumbent provides substantive legal policy advice, interpretation and opinions on a wide range of legal and policy issues in support of and participation in international or regional meetings, developing the research strategy for a given issue or case; conducting the research, and presenting the conclusions and recommendations of the research to support development of Commission policy and positions without clearly applicable precedents. Provides administrative guidance and direction on policies and objectives for addressing complex Division/FCC matters as well as drafts, interprets and applies regulations, orders, opinions or other legal instruments. Independently plans and organizes work, researches and investigates all aspects of potential problems; plans the approaches and methods to be used for cases and projects.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.
Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below.
A. Education
You must meet the minimum basic educational requirements for Attorney positions.
Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
If transcripts are not submitted at the time of application, a copy of the transcript must be submitted at the time of selection.
AND
B. Specialized Experience
GS-13-Applicant must have a minimum of two years of professional law experience, and a minimum of one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. For this position, specialized experience includes the following: 1) Experience providing substantive legal policy advice, interpretation and opinions on a wide range of legal and policy issues in support of and participation in international or regional meetings.2) Experience developing research strategies for a given case and presenting the conclusions and recommendations to support development of Commission policy and positions without clearly applicable precedents.3) Experience analyzing impact of foreign laws on U.S. entities participating in foreign markets. GS-14-Applicant must have a minimum of three years of professional law experience, and a minimum of one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. For this position, specialized experience includes the following: 1) Experience providing substantive legal policy advice, interpretation and opinions on a wide range of legal and policy issues in support of and participation in international or regional meetings.2) Experience developing research strategies for a given case and presenting the conclusions and recommendations to support development of Commission policy and positions without clearly applicable precedents.3) Experience analyzing impact of foreign laws on U.S. entities participating in foreign markets.4) Experience preparing written proposals to urge adoption or modification of rules and regulations.5) Experience providing advice and guidance on diverse legal matters and related technical analysis on telecommunications laws.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
