This position provides broad technical, administrative, and clerical support to the Office of the Chief, Engineering Service. The incumbent independently performs a variety of diverse administrative and office automation duties for the Service Chief, Assistant Chief, Project Planning, Biomedical Electronic Technical Support, Maintenance and Repair, and Administrative sections' professional, technical, and administrative staff.
Duties
Utilizes computer for word-processing (Microsoft Word), electronic spreadsheets (Microsoft Excel), presentations (Microsoft PowerPoint), and electronic mail via Microsoft Outlook and Veterans Information Systems and Technology Architecture (VISTA) on a daily basis to generate correspondence, reports and other required documents. Additional duties and responsibilities includes but are not limited to the following:
Generates correspondence, reports, and other documents using computer programs;
Reviews correspondence for adherence to procedural guidelines and grammatical accuracy;
Reviews incoming correspondence, publications, regulations, and directives to determine routing or implications for the Service;
Manages staff calendars using computer and sets up meeting space, call-in number, and invitations;
Takes and transcribes minutes;
Inputs Bills of Collection into Veterans Integrated Systems Technology Architecture (VISTA);
Orders office supplies for Engineering Service;
Serves as timekeeper;
Serves as Records Liaison Officer and manages the Engineering Records Program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responding to requests for information concerning service functions and anticipating the need for information; Managing executive's calendar, scheduling appointments and conferences; including such matters as making arrangements for locations, time, date, preparation of agenda, making an attendance list, and acting as a recorder at such conferences and meetings, as well as preparing minutes of the sessions and obtaining proper signatures.
In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Physical Requirements: Work primarily occurs in an office setting at a workstation and occasionally a test bench. However there is some walking, standing, reaching, stooping, crawling, crouching, carrying of light items (25 pounds or less), and negotiating cramped working areas. The mental demands and stress of the work can be considerable. Incumbent must frequently deal with other medical center personnel or patients who may be uncooperative or hostile due to circumstantial pressures. Incumbent is required to display tact, calm and patience as well as work in an analytical, professional, and helpful manner regardless of circumstances. Trips to community based outpatient clinics (CBOC) or other facilities may sometimes be necessary.
