Duties

Accesses EBS to resolve issues, test updates and work system issue responses. Identify those items that are most important to DLA in terms of business base and readiness. Serves as principal monitor of Key Performance Indicators (KPIs) in the Supplier Operations area, as the selection of sourcing strategies is a key driver of all procurement KPIs. Researches and analyzes KPI data that illustrates Vendor/Supplier Effectiveness (V/SE), Production Lead Time (PLT), Administrative Lead Time (ALT), Supplier Readiness (Surge), and Procurement Cost as a Percentage of Sales. Identifies potential candidates, and makes recommendations to Acquisition Specialists, for long term contracts. Analyzes an assigned group of National Stock Numbers (NSNs) and Federal Supply Classes (FSCs) using factors such as sales drivers, demand drivers, and potential readiness drivers. Works with Industrial Specialist to identify populations of DLA-managed items that are of strategic importance to DLA and its customers to include the Surge and Sustainment table of record. Implements plans, developing detailed study activities (procedures, local instructions) for analyzing the efficiency, effectiveness, and productivity of supplier, SMSG, and/or Integrated Supplier Team (IST) operations Identifies suppliers of assigned items that dominate DLAs business, and evaluates the use of this information in the application of sourcing strategies, which define procurement leverage Assists Acquisition Specialists by providing recommended approaches for procurement actions that enhance effectiveness and efficiency of the organization Develops recommended sourcing strategy approaches, facilitates development of supporting contract arrangements, and provides advisories and recommendations to the ISTs for implementation Coordinates with the ISTs, Acquisition Specialists and associates from DLA Customer Operations to ensure that customer and suppliers expectations are aligned in contract terms and conditions

Qualifications

To qualify for a Sourcing Strategy Specialist, your resume and supporting documentation must support: A.Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Knowledge of DLA enterprise procurement supply programs and activities, missions, policies, and objectives; General knowledge of acquisition principles and program requirements sufficient to implement strategic sourcing plans and recommendations; Experience assessing strategic sourcing program development, execution, and improvement of key performance indicators that reflect the overall effectiveness and efficiency of an organization. Experience serving as an analysis advisor in developing key strategic sourcing program recommendations;-Experience monitoring, researching, and analyzing Key Performance Indicators (KPls); Experience analyzing items with respect to customer demand, product characteristics, procurement history, future customer requirements, and supplier capability. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
