About the Position: The selectee will serve as the Chicago District's lead project scheduler assigned to the Planning, Programs, and Project Management Division, Project Controls Section.
Duties
Serves as the Chicago District's lead project scheduler, responsible for managing its project portfolio using Enterprise automated information systems (AIS).
Uses knowledge of project and program controls and the Project Delivery Business Process in the execution of environmental, IIS, construction, planning, real estate, operations, regulatory, civil works and/or military projects and programs.
Advises and supports project managers and resource providers regarding PROMIS database management for resources, programming and execution of all District projects.
Establishes, maintains, and enforces enterprise, regional and local project standards and monitors for conformance.
Schedules and conducts or coordinates training classes on the operation of the PROMIS system.

To qualify for the Management/Program Analyst at the GS-11 level you must possess:
Specialized Experience: One year of specialized experience which includes maintaining complex project schedules in project management network analysis software; and receiving complex organizational policy and procedure guidance and implementing that guidance in project management network analysis software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).;
OR
Education: Three full years of progressively higher level graduate education leading to a PhD or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position;
OR
Combination of Education & Experience: Applicants may possess a combination of education and experience to qualify at the GS-9 level. Compute the percentage of the requirements that is meet, and the total must be 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
To qualify for the Management/Program Analyst at the GS-12 level you must possess:
Specialized Experience: One year of specialized experience which includes building and maintaining complex project schedules in project management network analysis software; analyzing project schedules to identify more efficient ways to monitor and manage projects; helping others implement and understand project scheduling and monitoring tools; and receiving complex organizational policy and procedure guidance and implementing that guidance in project management network analysis software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
At the GS-12 level there is no education substitution, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
