The Syracuse VA Medical Center has 1 vacancy for a Lead Health System Specialist in the Credentialing & Privileging Program Office. The incumbent is responsible for providing lead administrative, consulting, technical direction and support to the C&P Specialists, C&P Manager and to program operations. The incumbent performs a variety of C&P duties in an extremely complex VAMC or HCS environment which is constantly evolving.
Duties
Major duties include but are not limited to:
The incumbent serves as the lead C&P specialist providing oversight and input regarding compliance with VHA policies, directives, memos, notices, The Joint Commission (T JC) standards, recommendations by the Office of Inspector General (OIG) and Government Accountability Office (GAO) and other internal or external auditors and reviewers as appropriate.
The incumbent is responsible for collecting relevant data and making informed decisions to ensure qualified health care professionals are providing appropriate care in appropriate settings.
The incumbent is considered a subject matter expert (SME) to providers and service chiefs regarding routine and complex matters related to C&P including provider competence for the ongoing provider practice evaluation (OPPE) and focused provider practice evaluation (FPPE).
The incumbent assists the Manager with outlining the VAMC C&P Program goals and objectives, identifies risks, ensures training and education, and completes second level reviews as appropriate.
Serves as a consultant to the C&P Office Specialists, VAMC Leadership and the VISN C&P Officer when the C&P Manager is absent.
Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members.
Provides advice on w6rk methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution.
Coordinates the preparation, presentation, and communication of work-related information to the supervisor.
Maintains reference materials, project files and relevant back ground documents and makes available policies, procedures, and written instructions from the C&P manager.
Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, analyze and improve team effectiveness, efficiency, and work products.
Develops and presents technical briefings and changes or updates regarding C&P policies and standard operating procedures (SOP) to staff and others, as required.
The incumbent, in collaboration with the C&P manager is responsible for ensuring quality assurance in the VAMC's C&P program. This involves applying organizational and system-wide strategies for continuous quality improvement as they relate to C&P processes and procedures.
Performs internal reviews and audits of current systems and policies.
Performs quality assurance checks.
Assists with developing, coordinating, and recommending changes for the improvement of workflow in the program or section area.
Assists with reviewing reports and tracking the State Licensing Board (SLB) and National Practitioner Data Bank (NPDB) for timelines to be met.
Provides consultation in the following areas: FPPE and OPPE; actions indicated by the Medical Executive Committee, and if applicable, the Credentials professional education and training; licensure, board certification, possible omissions and inconsistencies; data entry accuracy; VA policies and regulations; and accreditation and health care industry standards.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of pertinent laws, regulations, policies and precedents; accreditation standards and guidelines, including, but not limited to: TJC, which affect the use of program related support resources in the area of C&P, VHA Handbooks, Directives, Memos, and Notices; VetPro Policies/Standard Operating Procedures; and local medical center policies related to the principles, practices and program goals of the C&P program. Knowledge of the principles, provisions and practices of credentialing and accreditation and regulatory bodies such as T JC, OIG Combined Assessment Program (CAP) and GAO. Extensive knowledge and skill in interpreting C&P, as well as Staffing regulations/ requirements for health care practitioners in compliance with a broad range of National and Local Handbooks, Directives, Memorandums, MOUs, Policies, Medical Staff Bylaws and a variety of auditing and accrediting agencies. Extensive skill in research of data, policies, legal issues involving actions of such nature that results in the potential for reporting to the National Practitioner Data Bank or loss of specialty status. Extensive knowledge of medical specialties, medical terminology, and design and implementation of best practices for criteria based privileging systems for granting of clinical privileges and/or reduction and/or revocation of clinical privileges. Extensive knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the facility's medical staff functions and C&P program operations. Extensive skill in the use of data and studies to be incorporated into program directives covering new and innovative conceptual approaches and methods for enhancing the assessment of current competence and quality of care provided and identification of areas for improvement.

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
