This National Guard position is for a FINANCIAL MANAGEMENT ANALYST (TITLE 5), Position Description Number NGT5634P01/NGT5635P01 and is part of the TN 118th WING, Air National Guard.

Duties
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-07, you will perform developmental assignments. Perform recurring assignments. Participate in special initiatives, studies, and projects. Prepare written correspondence and other documentation. Perform other duties as assigned.
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-09, you will process data and perform broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyze and accurately process financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Analyze and measure the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. Aggregate data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller with accurate and timely financial reporting. Executes full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Resolve pay and entitlement problems unique to the customer. Review accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Perform other duties as assigned.
Requirements

- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- This is a Financial Management Level Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- As a basis of continued employment, the technician must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date.

- Must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
Qualifications
SPECIALIZED EXPERIENCE:
(GS-07) Must have 12 months or 1-year at the next lower-level experience of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
Skill in collecting and analyzing data effectively, efficiently, and accurately.
Skill in applying procedures and directives by reading and interpreting program material.
Skill in presenting formal training presentations and briefings.
Ability to prepare reports and presentation formats.
(GS-09) Must have 24 months or 1-year at the next lower-level experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.

Education
SUBSTITUTION of EDUCATION for SPECIALIZED EXPERIENCE
Degree: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
OR
Combination of education and experience that provided the applicant with experience in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats.
