This Air National Guard position is for a FINANCIAL MANAGEMENT ANALYST (TITLE 32), Position Description Number NGD2514P01 and is part of the TN 118th WING, Air National Guard.

Duties
As a FINANCIAL MANAGEMENT ANALYST, GS-0501-09 (TITLE 32) you will process data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyze and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Analyze and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. Aggregate data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller with accurate and timely financial reporting. Execute full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles. Resolve pay and entitlement problems unique to the customer. Perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must be able to obtain and maintain the required security clearance.
- Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- This is a National Guard dual status technician position which requires military membership.
- Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
Qualifications
Military Grades: E-1 through E-6
GENERAL EXPERIENCE: Must have experience in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE: Must have at least 24 months or 1-year at the next lower-level experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.
Skill in collecting and analyzing data effectively, efficiently, and accurately.
Skill in applying procedures and directives by reading and interpreting program material;
Skill in presenting formal training presentations and briefings.
Ability to prepare reports and presentation formats.
Education
SUBSTITUTION of EDUCATION for SPECIALIZED EXPERIENCE
Degree: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
OR
Combination of education and experience that provided the applicant with experience in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats.
