This position is located in the Human and Community Development Unit (HCD), Sector Operations Division, within the Department of Compact Operations (DCO).
Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band 3b which is generally equal to GS-14.
Duties
As Associate Director in the Human and Community Development Unit (HCD), you will work with country teams and selected country counterparts to develop, implement and/or refine proposals for MCC-sponsored activities, focusing primarily on education and supporting Results Based Financing. In this role, you will:
serve as an education technical resource and advisor to country teams comprised of staff from other MCC disciplines.
assess and negotiate Education Sector related policy changes with eligible countries in support of proposed compact activities; evaluate alternative delivery options, program costs, and implementation plans; help identify beneficiaries and quantify cost-benefit of proposed changes; and helps negotiate program changes as needed and prepares necessary changes to existing documentation; and oversees due diligence efforts.
monitor the implementation, oversight and support of HCD projects by eligible countries and works with designated MCC country counterparts and MCC staff to improve and facilitate implementation of HCD related activities.
serve as a technical resource in planning for the delivery of, education sector programming. Identifies potential issues and concerns to develop flexibilities in operations as-well-as cost-effective approaches to the resolution of problems.
serve as an MCC liaison on education sector related issues and policies including performing analysis, assessing proposals, preparing briefings and other tasks that are critical to the development and operational support of HCD initiatives and programs.
provide expertise in researching, analyzing, and developing authoritative solutions for highly complex issues regarding education sector investments with country compacts.
research, draft, and prepare effective communications and reports assessing and describing program/project progress and synthesizes data effectively.
consult with MCC management, other federal agencies, and international development stakeholders on education issues; establish and maintain liaison with relevant donors and program experts and stakeholders; and support the development of education related strategies.
contribute to the management of the Results Based Financing portfolio; provide support in developing innovative programming and private sector and civil society partnerships. Stay abreast of critical leading practices, new approaches, innovations and research in education and other HCD areas of work.
support HCD in improving project management, knowledge management and standards and quality.
perform related duties as assigned.

Qualifications
To qualify for pay band 3b applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a or GS-13 or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: supporting or participating in the design of education programs (ex. research and analysis for diagnosis, stakeholder mapping and engagement, definition of objectives, outcomes, outputs and indicators, development of program logic or theory of change, beneficiary analysis and development of implementation strategy); providing technical expertise in education sector work (ex. education policy, institutional capacity strengthening, academic standards, student assessments, teacher certification and training, curriculum development, pedagogy, student retention and promotion, advancing equity and access of public education, school leadership development, development or assessment of learning resources and materials); experience applying policies and leading practices in public education particularly for underserved or marginalized students; and preparing and presenting a variety of written document such as concept notes, project descriptions, briefing papers, talking points, status reports, background materials, and other documents for internal and external audiences. Note: This experience MUST be well documented within your resume or application.
Highly Desirable: Knowledge of education sector operations and policies, in a developing country context.
