About the Position: The work involves the analysis and evaluation of substantive program matters such as work distribution, work flow, staffing, performance evaluation, organization/staffing structure, budgeting, and internal operations in resolving problems and providing for the continuity of effective work processes throughout the Directorate.
Duties
Conduct independent management reviews to assure adherence to administrative, regulatory, and procedural requirement by all staff personnel.
Manage the Directorate?s administrative internal controls program, assuring any identified internal weaknesses are addressed at the appropriate level.
Review, interpret, and provide recommendations for the revision of regulatory guidelines, policies, and standard operating procedures pertinent to personnel administration and management operations.
Develop and maintain the Directorate?s annual training plan in coordination with the Director and Division Chiefs.
Perform workload surveillance over administrative and clerical work performed by approximately 8 personnel within the Directorate.
Serve as the Directorate subject matter expert in all administrative matters and processes to include manpower, budget and hiring actions from cradle to onboarding.

- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: In order to qualify, you must meet the experience and/or education requirements described below. SPECIALIZED EXPERIENCE FOR GS-11: One year of specialized experience which includes experience with standardized administrative principles, concepts, policies, objectives, practices and procedures to identify, analyze and recommend solutions to problems; full knowledge of personnel administration, budgeting, and manpower; and use of Microsoft Office programs at an advanced level to include Power Point; researching and collecting data in order to prepare statistical and written reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Administrative Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
SPECIALIZED EXPERIENCE FOR GS-09: One year of specialized experience which includes assisting managers with administrative duties such as handling incoming and outgoing mail, coordinating manpower and personnel actions; and advising management of budget controls and creating reports. Must have an advanced level of experience in Microsoft Office Programs to include PowerPoint, Excel, and Word; and experience researching, collecting data, and preparing statistical and written reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Master's or equivalent degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Administrative Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
