The primary purpose of this position is to, as an Air Reserve Technician (ART) officer, serve as a Command Staff Officer, performing special studies and advising management. Provides training to reservists in the accomplishment of the tasks set forth herein.

Duties

Plans, organizes, and directs the activities of the organization to ensure compliance with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinates. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all levels of management throughout the Command, Numbered Air Force, wing, group, and squadron. Responsible for the adaptive planning and creation of operational plans (OPLANs), policies and strategies in the United States Pacific Command (USPACOM) area of responsibility.

  • Position may require incumbent to Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments
  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
  • Position requires a background security investigation to determine suitability for employment and for a Top-Secret security clearance. Must be able to obtain and maintain a Top-Secret security clearance.
  • Males must be registered for Selective Service, see Legal and Regulatory Guide
  • Unless exempt, selectee must satisfactorily complete a one year supervisory/managerial probationary period.
  • Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a TDP.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience which may have been gained while planning, organizing, and directing the work, in assigned areas, to achieve goals and objectives, ensuring compliance with regulatory requirements. Providing mission support and attainment of organization goals. Conducting analysis and evaluation of programs and issues. Representing the organization in planning, scheduling, and carrying out programs, while keeping the senior leadership informed of status. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of operations plans, policy and doctrine and their design and development Knowledge of command policies, procedures, structures, missions, programs and organization relationships. Knowledge of organization mission and structure, command center communications, intelligence procedures, and operations including worldwide command and control directives and procedures. Skill in use of a personal computer and various software programs to use email and create a variety of documents, spreadsheets, slideshows and other products. Ability to manage program actions and activities to meet requirements and objectives. Ability to communicate both orally and in writing and negotiate complex issues. Other significant facts pertaining to this position are: Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion as directed by HQ Air Force Reserve Command. This is an AFRC key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. Incumbent must maintain world-wide deployable capability and status. Incumbent works in an environment where there is periodic intense activity and stress. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. The incumbent must possess rated experience as a pilot or navigator. The duties of this position require rated expertise but do not require the incumbent to fly. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
