The Management & Program Analyst (VERA/Planner) is a developmental position within the VISN 8 Network office, located in Tampa, Florida and serves as a Program Analyst specializing in financial analysis and training development across a wide range of complex activities within the financial community. The incumbent report directly to the VISN Chief Financial Officer.

Duties

Duties and responsibilities include, but are not limited to: Performs internal audits using VA Financial data systems such as Allocation Resource Center Veterans Equitable Resource Allocation (VERA) data, CPRS, and Medical Cost Accounting (MCA) to ensure financial data integrity. Analyzes historical financial data and trends, formulates financial projections, and compiles data so as to ensure solvency and improve efficiency. Identifies data needs, gathers data, conducts validation tests of data to ensure accuracy, and communicates data by a variety of methods. Manages multiple projects by coordinating activities, monitoring progress, evaluating work performed, managing resources, and reviewing technical aspects of work. Formulates effective short-term and long-term strategies consistent with those of the organization as a whole, examines data impacting objectives and priorities, and monitors strategic and tactical initiatives. Creates presentations, graphic displays and reports from financial data to brief financial and non-financial users at all levels. Analyzes data, conducts deep dive analytics, resolves data discrepancies/errors, determines process improvement, and reports and provides recommendations and/or solutions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 7:30 am - 4:00 pm or 8:00 am - 4:30 pm Compressed/Flexible: Not Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Preferred Experience: Experience with managing a Veterans Equitable Resource Allocation (VERA) program at a medical center or VISN level and have experience with strategic and tactical planning. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience for the GS-13 grade level is defined as: Manages assignments of above average level complexity and refers decisions regarding controversial of significantly complex issues widespread organizational impact to the supervisor. Basic knowledge of procedures, guidelines, financial systems and financial policies and regulations. Employs a variety of analytical and evaluative techniques to assess VERA programs. Basic knowledge of strategic and tactical planning, with competency of program or facility-based planning. Possesses a broad working knowledge of regulations, laws, and guidelines in decision making. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience for the GS-14 grade level is defined as: Knowledge of analytical tools and methodology to provide a comprehensive knowledge of management issues and programs for the development and or implementation of financial laws, policies, and regulations. Resolves broad and complex planning, evaluation, control, and resources allocation problems. Plan, organize, execute various functions in support of the organization's delivery performance improvement and training plans. Directs team efforts across organizational lines, including the ability to monitor progress to ensure that realistic objectives and milestones are established. Experience and expertise in financial operations, analysis of operations. Organize, write, and edit information to make it meaningful to a wide array of audiences, including high level executives, managers, and finance staff. Provide written and oral reports with conclusions, alternatives and recommendations on national policies, projects, or studies. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary, with no special physical requirements. Work Environment: The work is performed in a typical office setting. Some travel may be required to coordinate initiatives and to represent the agency at meetings and events and to do demonstrations and presentations.
