The primary purpose of this position: To perform Protection Level 4 (PL-4) resource protection program functions for the installation 36th Wing.
The organizational location of this position is: Pacific Air Forces (PACAF), 36th Wing (36 WG), 36th Mission Support Group (36 MSG), 36th Security Forces Squadron (36 SFS), Andersen AB, Guam.
Duties
DUTY 1: Ensures compliance with requirements for the protection of installation PL-4 resources.
DUTY 2: Provides training and advice on protection of PL-4 resources.
DUTY 3: Formulates local directives and coordinates PL-4 resource protection matters within the security forces squadron.
DUTY 4: Responsible for matters involving the installation/wing priority resource and restricted area sensors, security systems and physical security aids, to include intrusion detection equipment, closed circuit television systems and restricted area fencing and lighting.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: I have at least one year of specialized experience at the GS-07 grade level (or higher) or equivalent under other pay systems. Examples of specialized experience includes: 1) Knowledge of commonly applied security concepts, principles, and methodologies sufficient to identify and recommend corrective action for areas of resource protection vulnerability. 2) Knowledge of risk factors applicable to normally encountered types of resource protection vulnerabilities to perform effective risk assessments. 3) Knowledge of methods involved in performing resource protection surveys. 4) Knowledge of effective training practices, procedures, and materials.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a broad range of security forces security systems, concepts, principles and practices including force protection, antiterrorism, resource protection, physical security, integrated base defense, OPSEC, crime prevention, and law enforcement program directives, policies, instructions, specialties, concepts, principles, requirements, technology, and practices to independently make decisions and recommendations.
2. Knowledge of the operation of and required standards for physical protective equipment and systems. The AF overall and AF Security Forces missions, operations, functions, and structure at the unit level to ensure effective implementation and oversight of program plans and processes.
3. Knowledge of security systems, practices, principles, and procedures utilized in DoD agencies, as well as private industry, to ensure up-to-date security applications.
4. Knowledge of special operating requirements, methods, and procedures for enforcing specialized personnel access controls and preventing unauthorized access to areas where stringent security requirements are enforced. Able to read and understand written and oral directives and guidance, and skill in oral and written communication methods and techniques at various levels and venues.
5. Ability to effectively manage and organize various program activities and tasks, singularly and together, and familiarity with Air Force and local administrative requirements.
6. Ability to communicate effectively both orally and in writing and conduct surveys, assessments, and projects to effectively evaluate results for the management and completion of programs.
