You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Business Operations Directorate (14), Strategic Resourcing and Acquisition Department (14P) of NCIS.
Duties
You will provide formulation of budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will analyze national level programs and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will develop, recommend, and implement budgetary and financial policies.
You will interpret, assess and project potential impact of new/revised Congressional legislation and develop and render authoritative interpretations of executive order.
Requirements

- This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
Qualifications
GS-14: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience preparing annual budget submissions to higher authority based on published guidance;
Experience overseeing the development of annual/quarterly phasing plans;
Experience drafting briefs and coordinating with higher authority on their current and future budget planning needs;
Experience delivering and implementing process improvements and providing higher authority with centric decision support data;
Experience resolving critical problems and developing proposals and new theories concerning budget, accounting and financial management programs.
GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience developing and/or recommending changes in funding and budget plans for substantive programs;
Experience resolving issues that change program objectives and funding requirements;
Experience preparing annual budget submissions based on published guidance;
Experience working with annual/quarterly phasing plans;
Experience overseeing the management of reimbursable accounts for current and prior fiscal years.
