This position is part of the Office of the Chief Human Capital Officer, Government Publishing Office in Washington,
District of Columbia.
Duties
Determine and apply the appropriate legal and regulatory guidance associated with processing all personnel actions.
Reviews pre-employment requirements, screens pre-employment forms for accuracy and completeness prior to submission to Security, Medical Department, Huan Capital Specialist and Senior Human Capital Specialist.
Reviews all tentative/formal job offers, recruitment packages from Human Capital Specialists and Senior Human Capital Specialist prior to submission.
Monitors a suspense system to ensure that time sensitive cases are processed expeditiously, identifies and reports concerns to Supervisor.
Reviews a variety of reports, such as NTE, Temporary Promotion, Unapplied Report etc. to determine necessary course of action.
Coordinates the planning and processing of GPO pay adjustments.
Requirements

- TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.
Qualifications
To qualify for the Human Resources Specialist (Transactions), PG -0201-9, you must meet the following requirements:
To minimally qualify for this position, your resume must demonstrate at least one year of specialized experience at the PG-07 (or equivalent) grade level or higher. Specialized experience is defined as:
(1) Interpreting and applying a variety of routine Federal or state personnel management rules, regulations, and procedures;
(2) Experience must include the use of automated personnel recording-keeping systems to research and resolve personnel issues or provide management support. and
(3) providing technical advice and assistance to staff/management on payroll, personnel, onboarding, hiring management and personnel record keeping systems.
OR
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
Applicants may substitute Graduate Education to qualify for grade GS-9. Applicants may substitute education for experience with an awarded master's or equivalent graduate degree (such as an LL. B or J.D.) from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher-level graduate education leading to such a degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.

Applicants may substitute a combination of graduate education and specialized experience to qualify for grade PG-9. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Substitution of education in lieu of specialized experience may be used for this grade level.
If qualifying based on education for this grade level (
GS-9) a selectee may possess a Master's or equivalent graduate degree
OR 2 full years of progressively higher level graduate education leading to such a degree
OR LL.B. or J.D., if related.
Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-9. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.
