The purpose of this position is to perform administrative and program analysis work and ensures program compliance for Veterans in the Medical Foster Home (MFH) Program. MFH is a specialized program which provides interdisciplinary health care to veterans who are unable to live independently, but prefer a home like setting for their long-term care.

Duties

Duties include but not limited to: Program Support The Program Support Assistant (PSA) assists the MFH Coordinator in all facets of the program and independently oversees daily actions for the program office in his/her absence. Responsibilities include but are not limited to the following: Acts as liaison between patients and medical center staff, serving as consumer advocate. The PSA accepts telephone calls from patients, family members, caregivers, MFH/HBPC staff in the field, other VA staff, and/or community agency staff, regarding program inquiries, patient care concerns, etc. Obtains as much information as possible, provides information and resolves problems independently. When possible, prioritizes and makes decisions regarding caller referral based on specific caller needs. The PSA coordinates consultation, referrals, scheduling and cancelling of appointments for patients requiring specialty services and diagnostic procedures within the VANTHCS. Coordinates outpatient scheduling and cancelling of all appointments for designated Physician, mid-level provider, and other staff as requested by team members. Completes necessary disposition entries into VISTA daily for scheduled and unscheduled outpatient visits. The PSA continually monitors and identifies existing and potential problem areas. Determines the problem and initiates action with the clinical or administrative staff to expedite and correct the problem. The incumbent assists with keeping program staff apprised of patient census and any changes/problems that might be encountered. Establishes protocols for incoming data, accurately collects, enters and manages data, including both patient data and program data, and will enter required data into the database in a timely fashion. Manages database for data entry of demographic data, provider specific, clinical data, historical data, and patient-related data. Assists in the preparation of research, clinical presentations and proposals. Conduct data collection, prepares briefing notes, creates a variety of media presentations on a personal computer to complement these presentations. Administrative Support Assists with budget preparation and reporting to meet National program requirements. Manages fund control points for the MFH Program and may serve as a backup fund control clerk for the service. Maintains running balances and check balances against fund control point obligations and reconciles orders as received. Requisition office supplies, printing support for marketing materials, and other related materials and services for assigned Social Work Services Staff, and may serve as a backup for the service. Coordinates the scheduling of general & initial appointments, coordinates meetings, and/or schedules conferences and teleconference for the MFH/HBPC programs and general Social Work Professional Development programs. Prepares conference materials (i.e. folders for participants, certificates, awards, etc.). Provide general clerical services such as maintaining calendars and recording appointments. Maintains dally visit calendars for MFH Coordinators and HBPC Social Workers and serves as daily check-in point of contact. Functions as an Automated Data Processing Applications Coordinator (ADPAC) for assigned MFH/HBPC staff. Troubleshoots technical problems users have with software packages and hardware issues. In this role the incumbent provides a variety of user support assistance such as implementation and support of the services' automated management information systems including, but. not limited to, VISTA and CPRS. Uses and accesses the various VA and Service automated systems and software. Investigates and reports problems to Information Technology (IT) Service. Work Schedule: Monday through Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: gather data from multiple databases to complete daily, weekly, monthly, quarterly, and annual reports; assists with budget preparation and reporting to meet program requirements; accepts telephone calls from multiple sources regarding program inquires and patient concerns; establishes, updates, and maintains office procedures and records of various types that may be needed or will assist in the efficient operation of the office. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. If you are qualifying on education, transcripts are required. (Transcript Required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. Education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (Transcript Required). Typing Proficiency: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
