This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Workforce Investment (OWI). OWI is responsible for implementing an integrated national workforce investment system that supports economic growth and provides workers with the information, advice, job search assistance, supportive services, and training for in-demand industries and occupations needed to get and keep good jobs. This position is inside the bargaining unit.

Duties

As a GS-13 Workforce Analyst, you will perform the following duties: Lead or carry out analyses of policy and program issues which may include preparation of reports on economic and labor market trends concerning workforce development programs. Develop or refine legislative proposals, policy materials, analytical papers, and/or programmatic materials describing initiatives, plans for research, demonstration, and/or evaluation agendas or projects relating to specialized workforce development content specialties, such as performance measurement, skills standards, skills attainment, and assessment. Provide oral briefings and personal assistance in defining problems and planning studies to aid in developing and examining policy proposals. Prepare or develop written replies, reports and analyses regarding policy and guidance on workforce development matters. Analyze findings to develop recommendations and options for research applications and new initiatives; participate as an expert in work groups; provide professional presentations on subject areas. Organize, arrange for, and facilitate conferences/meetings to provide expert information and guidance to contractors. Serve on a broad range of projects for various evaluations, pilots/demonstration and research grants or contracts. Identify, develop, plan, implement, monitor, and maintain individual and/or multi-site projects, research initiatives, strategic research plans, budgetary analyses, statistical and economic analyses, program performance evaluations, training assistance, occupational information, labor shortages, and occupational skills and assessments. Prepare policy analyses on workforce development programs and issues that have short- and long-term implications for improving the quality and effectiveness of training and employment services. Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Basic Requirements (aka IOR) listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Workforce Analyst, as described below. For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the federal service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for this position is defined as: Experience working with Dislocated Worker Grants (DWG) programs by providing technical assistance, developing technical assistance tools and briefing materials for DWG programs; analyzing regulatory guidelines and providing guidance on DWG program requirements.

Education

In addition to meeting the Specialized Experience requirement, all applicants must meet the Basic Requirement/Individual Occupational Requirement (IOR) for the 0140 Workforce Analyst occupational series with:

A. EDUCATION: Degree from an accredited college or university that included at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs;
-OR-
B. COMBINATION OF EDUCATION AND EXPERIENCE: Courses in an accredited college or university consisting of at least 30 semester hours in one or a combination of the following: sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs AND experience directly related to the work of this position at the next lower grade level. The combined total must equal 100%.
