This position is located at the United States Department of Agriculture (USDA), Office of Partnerships and Public Engagement (OPPE), Education Initiative Division (EI). This position is responsible for ensuring the effective and efficient operations of educational programs. Additionally, the incumbent participates with the OPPE leadership team in strategically planning and working to deliver and coordinate services in conjunction with other program areas.
Duties
Provides leadership and general guidance, direction, and assistance to the 1890 Historically Black Land-Grant Colleges and Universities and Hispanic-Serving Institutions Program Managers ensuring program delivery is effective.
Manages resources to maximize the effective and efficient use of funds.
Recommends new initiatives and policy changes to eliminate impediments to success and formulates long and short-range plans to sustain and enhance the relationships between USDA and minority-serving educational institutions.
Functions in the absence of the Director and the Deputy Director in providing authoritative vision, expertise, and leadership to the totality of the advocacy and outreach activities.
Requirements

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.
Specialized Experience:
At the GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Program Specialist. For this position, the specialized experience includes all of the following:
Providing advice and guidance to Program Managers of educational programs; and
Evaluating the efficiency and effectiveness of an educational program to make recommendations on improving the quality of program services; and
Developing and recommending policy guidelines and procedures that support educational programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
