About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQ US Army Pacific, OFC Of Operational Intel, HQ Section, Fort Shafter, HI 96858.
Duties
Serves as the Lead Intelligence Planner within the Plans Division, G-2 Directorate, U.S. Army, Pacific (USARPAC), responsible on Intelligence, planning and operations in support of US Army tactical to strategic operations and activities.
Develops, produces, and coordinates new intelligence plans and addenda for intelligence activities in support of peacetime, crisis, and wartime missions.
Serves as G2 Readiness Officer and Crisis Action Planning Officer, analyzing and coordinating theater, national operations and contingency plans.
Coordinates and prepares Joint Intelligence Preparation of the Environment (JIPOE).
Executes detailed contingency and crisis action planning.
Develops the exercise architecture for the Intelligence Warfighting Function.
Participates in exercise planning conferences and site surveys that are concerned with matters of international importance.
Coordinates and develops G2 exercise manning plans, Joint Manning Document, and other related manpower resourcing requirements.
Reviews HQDA and TRADOC-sponsored MI doctrine, combat development initiatives, and assesses impact, relevance, and applicability to USARPAC.
Requirements
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This is a "Key" position IAW AR 690-11. For Ready Reservists or military retirees with recall obligations, prior to occupying the position, must be exempted from recall to active duty because of Reserve or retired military obligations.
- May be required to perform up to 25% temporary duty (TDY) travel away from the normal duty station.
- Overtime, weekend, holiday, and/or shift work may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
