This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Procurement Analyst, NH-1102-04 position is located with HQDA Office, Secretary of Army Office of Small Business Programs advantage, located in Washington, DC.
Duties
Serves as the Army Small Business Program (OSBP) change agent for initiative and process improvement.
Is authoritative in developing procedures for consistent analysis of data including Congressional metrics and Army specific information.
Responsible for writing and maintaining Army Regulations associated with the OSBP.
Assists the field in understanding and implementing the changes to processes and procedures at all levels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Professional Level in the Acquisition Career Field (Contracting).
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Critical Acquisition Position (CAP). Selectee must execute a written tenure agreement to remain in Federal Service in the position for at least three years.
- One-year probationary period may be required.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Provide advisory on acceptability and applicability of contractual matters related to an acquisition program; 2) Advise on business strategy and program requirements and perform in-depth evaluation; and, 3) Provide effective communication to prepare briefs/and speak to an audience at various levels on business within the government.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/ GS-13.
