You will serve as a Transportation Assistant (Counselor) in the Department of Navy of NAVSUP FLC PEARL HARBOR. A post allowance amount, (otherwise known as: COLA), of 9.28% will be added to the stated salary. Post allowance is subject to change at any time. For additional information, please refer to the Joint Travel Regulations (JTR), Chapter 5 Part B.

Duties

You will be the single point of contact for providing counseling and entitlements in arranging and coordinating pickup, personally procured move, shipment and/or storage household goods. You will be responsible for performing all customer-facing storefront functions for the DoD PPSO. You will explain shipment and storage options, excess costs, special procedures for shipments under various types of orders, approximate transit time, member/employee as well as Transportation Service Provider (TSP) responsibilities. You will review orders, and determine the extent of entitlements and eligibility for the shipment, drayage or temporary/non-temporary storage of household goods at government expense. You will prepare additional documents, as required, i.e., counseling checklist, customs forms, Voucher/Pay Adjustment Authorization, etc.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required
  • You will be required to obtain and maintain a current valid United States driver?s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing Transportation Assistant (Counselor) work requiring knowledge and application of standardized transportation policies, regulations, procedures, and operations to perform a full range of customer facing transportation support assignments and resolve a wide range of problems in connection with the movement of personal property (i.e. household goods, unaccompanied baggage, boats and/or privately owned vehicles POV's)) by Government or commercial means. Examples of specialized experience include the following: 1) Review orders and determine the extent of entitlements and eligibility for the shipment; 2) Explain shipment and storage options, excess costs, special procedures for shipments under various types of orders; 3) Assist in performing a wide range of personal property shipment management functions including household goods entitlements, personal property counseling, inbound and outbound shipment management, temporary storage and non-temporary storage, 4) Utilizing automated information systems to input a range of standard information or track shipments.
