Duties
Review plans and specifications during planning and design stages, and upon finalization to become thoroughly familiar with job requirements.
Interpret the intent of plans and specifications, and renders decisions to the contractor on planning the satisfactory accomplishment of the projects.
Identify potential changes, delays, field conditions, weather conditions, etc., which may require a contract modification.
Identify contract and safety deficiencies on a project work site and oversees timely correction.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires on-site inspections of construction sites where there is continuous walking, bending, climbing and crawling in uncomfortable areas.
- You may be expected to travel for this position up to 20 percent of the time.
Qualifications
Positions will be filled under the Department of Defense Direct Hire Authority for Certain Competitive Service Positions, 5 USC Section 9905.

Position is being filled at the GS-08, GS-09, GS-10 or GS-11 grade levels. Vacancies may be filled at various grade levels based upon management needs and individual qualifications. Duties described reflect the full performance GS-11 level. Duties will be performed in a developmental capacity under close supervision.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience GS-08: One year of specialized experience which includes: (1) Applying construction methods, practices, codes, standards, and procedures in order to manage large, complex civil construction projects; (2) Observing work and work methods to ensure that construction practices are being performed in accordance with the contract plans and specifications and safety requirements; and (3) Producing daily construction progress reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Specialized Experience GS-09: One year of specialized experience which includes: (1) Interpreting construction plans and specifications and making recommendations to ensure they accurately define project requirements; (2) Preparing reports of findings and making recommendations on the construction, design or operation of systems; and (3) Analyzing data from a variety of sources such as manufacturer's drawings, specifications, and maintenance records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Specialized Experience GS-10: One year of specialized experience which includes: (1) Managing quality assurance/quality control on large, complex civil or military construction projects; (2) Reviewing contractor quality assurance plans and reports for completeness and accuracy; (3) Observing all phases of construction to ensure compliance with contract schedules, specifications or shop drawings; and (4) Making recommendations and address issues (such as work that is out of compliance, labor law violations and Quality Control (QC) concerns) while inspecting an active field construction site. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Specialized Experience GS-11: One year of specialized experience which includes: (1) Determining deficiencies in work operations or structures and costs; (2) Analyzing data from a variety of sources such as manufacturer's drawings, specifications, and maintenance records; (3) Preparing reports of findings and making recommendations on the construction, design or operation of systems; and (4) Applying construction and safety standards and regulations to make recommendations for ensuring contractor conformance with contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
