Duties
The incumbent serves as a vital member of the Manhattan VAMC Facilities Management Engineering Project Section and has support responsibility for the NRM, Station-level, and Minor construction programs. The incumbent also accomplishes various technical and construction management functions relating to construction planning, space management, record documentation for construction and facility management, energy management, and operation of building utility systems.
Reviews final plans and specifications for construction feasibility and practical accomplishment and interprets technical portions for other participants.
Reviews and analyzes plans and specifications, drawings, designs, site conditions, and proposed construction schedules to determine recommended action necessary to correct deficiencies through modification of the contract.
Reviews specification packages, design drawings, and independent government cost estimates for bid ability and constructability.
Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs.
Participates in design review conferences and reviews preliminary plans and specifications before advertisement for practicability, anticipated physical obstructions, and other construction difficulties and availability of selected materials.
Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to the construction of the project, and unanticipated contingencies and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results.
Confers with Project Manager or Project Engineer on matters pertaining to the control, placement, consistency, and suitability of materials and equipment, special construction problems affecting the progress or quality of construction work, administration, supervision, or plans and design of the project.
Attends and participates in pre-bid conferences to orient and inform bidders as to features, requirements, and special conditions.
Provides oversight of construction operations to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractor's methods, procedures, and operations, and to ensure that the work is carried out in accordance with plans and specifications.
Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, and effectiveness of earth placement procedures.

Assists with the development of modification estimates and/or reviews to determine what adjustments, if any, should be made, based on extenuating circumstances revealed during discussions with inspection personnel, review or records, "on-the-spot" investigations, or evaluating the scope of the work in modification documents.
Assures that all work under contract provisions has been completed and that no deficiencies exist that would preclude recommending final payment to a contractor.
Recommends progress payments based upon the percentage of work satisfactorily completed and also determines any withholdings for unsatisfactory work.
Prepares cost estimates in connection with approved claims.
Performs other related duties as assigned.

Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-11 grade level: One year of specialized experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: : Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; supervising of craftsperson's, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. In addition to the examples of the qualifying specialized experience listed above you must also have experience and skill in applying a wide range of concepts, practices, regulations, policies, and precedents; analytical and diagnostic techniques; qualitative and quantitative techniques; techniques for developing new or modified work methods, approaches, or procedures; and related emerging practices and methods, sufficient to provide comprehensive management advisory and technical services on substantive functions and practices; knowledge of construction industry safety standards and their application in order to determine the adequacy and validity of contractor data and compliance with safety requirements; knowledge of common contractual requirements, terms, conditions, plans, and specifications including statements of work, performance standards, contractor surveillance methods, administration, surveillance, and evaluation functions; and skill in preparing and maintaining designs using AutoCAD or other specialized software.

Applicants may substitute education for the experience required for the GS-11 level. 3 years of graduate education or PhD. Graduate education is creditable only in those instances where it is directly related to the work of the position, courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.

Applicants may also combine education and experience to qualify at the GS-11 level. Equivalent combinations of successfully completed graduate education and specialized experience listed above are also qualifying.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
