This Educational Technician (OA) position is in Education Services at the Manchester VA Medical Center, located at the Manchester, NH, US location. This position is a full time position at 40 hours per week.
Duties
The primary purpose of this position is to support the Education department and expand our services to include the ability to offer more accredited educational programs for the VA Manchester Medical Center employees. The purpose of the work is to assess the productivity, effectiveness, and efficiency of conventional program operations, and to present analysis and recommendations for resolution to more complex issues to management.
MAJOR DUTIES: The incumbent serves in a developmental capacity at the GS-6 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.
Your basic responsibilities will include (but not be limited to):
Manages and tracks Manchester specific CE events including ensuring accreditation requirements are met for events and event sponsorship.
TMS course creation, registration and recording attendance.
TMS evaluations are conducted, and customers are contacted to ensure CE delivery.
Ensures compliance with established control systems, rules, and policies.
Ensures all required documentation is accurately submitted to ensure attendees receive CEs.
Maintains Manchester capabilities of CE accreditations for a multitude of accrediting agencies including AACME, ANCC, ACPE, ASWB and APA.
Orders office supplies for the ESL and conducts inventories of current supplies with enough frequency to ensure that stores of office supplies are not depleted.
Conducts annual equipment inventories and maintains a complete inventory list of equipment assigned to the ESL and the location of equipment assigned.
Submits work orders for maintenance, repairs, and upgrades to the ESLs offices, and training areas.
Prepares agendas, records minutes, and provides agendas and minutes to committee members of the Education Committee.
Information Technology Liaison (ITL) for all VISN 1 educational activities.
Tracking required follow-up on actions related to education issues.
Schedule meetings, book locations, prepare materials for meetings.
Screens phone calls and provide education department customer service.
Provides NEO Support.
Assist in program setup and logistics for all programs provided/supported by education department - Prepare and deliver education/program materials.
Laminate, collate, copy, staple, scan and distribute education/training/program materials.
Utilize and teach use of presentation equipment including but not limited to SMART Board, projector, camera, DVD player, PICTEL, VTEL, VANTS line, and simulation equipment.
Assist presenters/attendees with setup and logistics including computers/laptops/tablets, presentation equipment for example microphones, AV equipment, laptops, screens, and connection to remote audiences.
Promotion Potential: This developmental position, located in the Education Office, Manchester VA Medical Center, Manchester, NH, US, composes a career ladder structure to the full performance level of Education Technician GS-06. Advancement to the full performance level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the target position of Education Technician GS-06 and is capable of taking on expanded duties and responsibilities with greater independence. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
For a GS-05 position, there is no time in grade requirements for the GS-5
For a GS-06 position, you must have served 52 weeks at the GS-05.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

SPECIALIZED EXPERIENCE GS-05: You must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Education Technician (OA) at the performance level (GS-05), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-04) in the Federal service. Specialized experience is experience such as specialized knowledge of VHA, VA, VISN, local and relevant governing or accreditation bodies' training requirements for employees. Knowledge of the major issues, program goals and objectives, work processes and operations of the organization; and the ability to apply such knowledge to the effectively coordinate and support all employee training initiatives. Technical knowledge and skills required to oversee, create, and maintain computerized documentation including excel, word, TMS and reporting of employee training data. Knowledge and skills to design, create, summarize (in table, charts and/or graphs) evaluation data over time for training programs. Knowledge of training plans, course materials and aids with the purpose of coordination of all employee development programs projects and training. Interpersonal skills to communicate effectively about all kinds of training issues to employees, supervisors, managers, and vendors. Ability to provide technical assistance on techniques for use of TMS, establishment of accounts, support of TMS super users and all level of employees. Ability to coordinate and plan programs/trainings utilizing current resources to meet the training needs of Medical Center employees.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute education for the required experience.
GS-05 Substitution of Education for Experience: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position.
GS-06 Substitution of Education for Experience: Substitution of education for experience is not applicable at this grade.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5
Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. (Note: If using education combined with specialized experience to qualify, a copy of your transcript is required).
TYPING PROFICIENCY: In addition to meeting experience or education requirements, applicants for this Educational Technician (OA) Position must be able to type a minimum of 40 words per minute (WPM). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Physical Requirements: The work is mostly sedentary. However, there may be some walking; standing; bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.
