This Education Technician position is in the Education services at the Manchester VA Medical Center, located at the Manchester, NH location. This position is full-time at 40 hours per week.

Duties

The position is located in Education Service of the VA Manchester Medical Center. The incumbent has principle responsibility for administering and executing Education Services' programs related to scholarship, tuition, and travel. The incumbent serves as the program administrator with the responsibility of tracking, documenting, and reviewing all tuition requests, coordination with travel related to education and training, and managing any other functions related to hospital tuition and travel activities. The incumbent is responsible for maintaining liaisons with contracting, fiscal service, and management staff to ensure that the scholarship, tuition, and travel program functions efficiently. This position reports directly to the Chief, Hospital Education Service. Major Duties include but are not limited to: Independently identifies and researches and /or analyzes problems, issues, or program requirements in the area of budget, program and technical support for the scholarship, tuition, and travel programs. Independently researches and/or analyzes administrative issues within these programs. Regularly collects, analyzes, and maintains hospital education training and travel reports in each respective control point. Identifies methods that will improve the processes inherent in this program, for example, how to improve efficiencies and decrease customer steps. Assures Hospital Education Policies related to area assigned are current and meeting new directive or VACO requirements. Reviews policies, proposes revisions, and provides format to Director for review and approval. Provides input into budgets. Reviews information and applies standard analytical techniques and develops recommendations and proposals to solve issues that include follow-up and revision as needed. Provides bi-weekly budgetary reports to Designated Learning Officer confirming funding is available for the control points supporting these requests. Work Schedule: Monday- Friday from 8:00am - 4:30pm Compressed: May be available at Supervisory Discretion. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include but not limited to: Track, route, and organize trainee qualifications and verification letter submissions; Maintain databases of completed and pending information; Respond rapidly to situations where trainees are without computer access; Provide administrative assistance with scheduling and organization of meetings; Organizing and scheduling orientation, Track and route correspondence. NOTE: The specialized experience must be well-documented on your resume.) Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, such as papers, books or electronic equipment. No special physical demands are required to perform the work.
