These positions are located in the Sonoran Desert Network and Chihuahuan Desert Network located in Inventory and Monitoring Data Networks, in the NRSS Directorate. PLEASE NOTE: This vacancy has a limited area of consideration, it is open only to employees within the NRSS Directorate, and within the local commuting area of Las Curses New Mexico or Tucson Arizona.

Duties

Sonoran Desert Network Area Information: The duty station for this position is Tucson, Arizona. With a metropolitan area population of one million, Tucson is the second largest city in Arizona. Tucson offers ample shopping and recreation opportunities and also cutting-edge medical services. It has some of the best schools in the state and the country and is the home of the flagship state university, the University of Arizona. Tucson is surrounded by mountains, including the 9,000 ft. Mt. Lemmon and is bookended on the East and West by Saguaro NP. Annual precipitation is between 3 and 20 with substantial inter and intra annual variability. Typically, precipitation is greater with increasing elevation, with the upper elevations receiving some precipitation as snow. June is the average warmest month (temperature typically exceeding 100?F) while January is the average coolest month (typical temperature ~50?F). The position in located at the Desert Research Learning Center in Tucson AZ. Housing is not provided. The Sonoran Desert Network includes 11 National Park Units: Casa Grande NM, Chiricahua NM, Coronado NM, Fort Bowie NHS, Gila Cliff Dwellings NM, Montezuma Castle NM, Organ Pipe Cactus NM, Saguaro NP, Tonto NM, Tumacacori NHP and Tuzigoot NM. For more information on the Sonoran Desert Network, see https://www.nps.gov/im/sodn/index.htm. Chihuahuan Desert Network Area Information: This position will be located in Las Cruces, New Mexico. With a population of about 101,000, Las Cruces is the second largest city in the state and is the county seat of Dona-Ana County, New Mexico. The Rio Grande flows just west of the city and serves as the primary irrigation source which makes Las Cruces the center of an agricultural region. At 3,909 feet above sea level, Las Cruces is the home of New Mexico State University and is adjacent to the recently designated Organ Mountains and Desert Peaks National Monument. Average annual precipitation is 8.5 inches per year. July is the average warmest month (avg. temperature 97.4?F) while January is the average coolest month (avg. temperature 51.5?F). The position in located on campus of New Mexico State University. Housing is not provided. The CHDN encompasses seven national park units: Amistad National Recreation Area, Big Bend National Park, Carlsbad Caverns National Park, Fort Davis National Historic Site, Guadalupe Mountains National Park, Rio Grande Wild and Scenic River and White Sands National Monument. For more information on the Chihuahuan Desert Network, see http://science.nature.nps.gov/im/units/chdn/ MAJOR DUTIES for these positions: Ecological Advisement: Provide technical leadership and subject matter expertise related to network/park ecosystems, populations, and analysis of organisms and ecological relationships. Collaboration: Develop and maintain good working relationships park staff, peers, and partners. Leads an interdisciplinary group through direct engagement, effective communication, and collaboration among workgroups and/or co-workers. Data Synthesis, Analysis, & Reporting: Identify NPS research needs on ecological effects; transmit research needs to appropriate entities; provide technical guidance to researchers; and work with researchers to see that all tasks are successfully completed. Conducts research and synthesis projects; implements quality assurance/quality control methods; reviews proposals and final reports; implements appropriate statistical methods in the design of experiments and analysis of data; and writes, edits, and facilitates the completion of documents supporting inventory, monitoring, analysis, preservation, and management of resources. Project Management: Work closely with other network staff to define information needs and bring together interdisciplinary groups to complete specific synthesis projects. Develops project plans, designs quality assurance plans, expedites peer review, and conducts field investigations and data analysis. Technical Competence: Conducts research, surveys, inventories, and assessments related to natural resources and/or ecological systems. Utilizes computer systems, software and related applications in order to effectively store, process and summarize information, and generate relevant reports. Maintain GIS, SQL, Access, and other databases, digital photographs, and metadata in a systematic manner.

Qualifications

All qualifications must be met by the closing date of this announcement-08/24/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position, you must possess the following basic requirements by close of the announcement: A degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. - AND - To qualify for this position at the GS-12 grade level, you must possess ALL of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) design, development and conduct of protocols to analyze spatial and temporal data; 2) conduct of sampling, experimental design, statistical analyses and biometrics relative to wetlands ecology; 3) independent planning and conduct of comprehensive biological studies/investigations and requests for proposals; 4) modifying and adapting standard biological techniques and procedures; 5) serving as a technical resource on biological issues; 6) design and management of projects, studies to provide an understanding of the effects of environmental perturbations in study areas. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
