Incumbent serves as program lead/technical advisor in fire ecology for a fire management program applying a systems approach to the study and analysis of ecological systems and the effects of wildland fire management activities.

Duties

Assists in the development and implementation of scientific monitoring protocols to identify, evaluate, and monitor ecosystem response to fire management activities and the ecological process of wildland fire. Manages all aspects of monitoring design, data collection and management, analysis, and reporting related to fire ecology and monitoring. Conducts sampling to determine statistically valid plot distributions and design. Incorporates appropriate technology into job to provide comprehensive and scientifically sound answers to inquiries from managers, coworkers, cooperators, and partners. Utilizes computer applications for data analysis, manipulation, and presentation. Prepares management and scientific reports regarding the results of fire management, monitoring, and research activities and makes recommendations to supervisor on issues found. Coordinates Park or zone ecological strategies and programs with those on adjacent lands for the purposes of achieving broad ecosystem protection/restoration strategies. Supports the fire management organization through the development and monitoring of fuels management project and wildfire-related objectives. Serves as a member of an interdisciplinary team, planning and contributing to the development of land management plans, fire management plans, compliance documents, and agreements. Provides professional expertise in the development of strategies and objectives for wildland fire activities when there are competing social, political, fiscal and resource concerns. Reviews resource management and fire management plans and associated compliance documents that require the application of ecological principles. For additional information on the qualifications for this position, go to: Ecology Series 0408 (opm.gov) Basic Qualification Requirements: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. Transcripts MUST be attached to application package in order to be considered. In addition to the requirements described above, the following additional experience is required for the grade(s) specified: For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; Examples of specialized experience are: Inventorying and compiling data on ecosystem components related to vegetation communities or wildlife habitat; Monitoring and reporting ecological responses of grasslands or forests to disturbance; Assisting in analyzing ecological data and preparing reports for management. OR A master's or equivalent graduate degree in a related field such as in fire ecology, forest ecology, landscape ecology, rangeland ecology, restoration ecology, wildlife ecology, ecology, or other directly-related subject matter; OR 2 years of progressively higher level graduate education leading to a master's or equivalent graduate degree, if related, such as in fire ecology, forest ecology, landscape ecology, rangeland ecology, restoration ecology, wildlife ecology, ecology, or other directly-related subject matter; OR An appropriate combination of specialized experience and graduate level education in excess of 27 semester hours may be used to qualify applicants for this grade level. For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-9 level; Examples of specialized experience are: Planning and implementing studies related to fire ecology, vegetation ecology, or fuel management; Developing and carrying out scientific protocols monitoring ecological responses of grasslands or forests to disturbance by wildland fire; Analyzing ecological data and preparing reports for management. OR Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with coursework directly related to position being filled such as in fire ecology, forest ecology, landscape ecology, rangeland ecology, restoration ecology, wildlife ecology, ecology, or other directly-related subject matter; OR An appropriate combination of specialized experience and graduate level education beyond what is required for a master's degree, more than 36 semester hours leading to a Ph.D. in a related field, such as in fire ecology, forest ecology, landscape ecology, rangeland ecology, restoration ecology, wildlife ecology, ecology, or other directly-related subject matter may be used to qualify applicants at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
