This position is located in the Experience Office of Long Beach Healthcare System at the Tibor Rubin VA Medical Center. The purpose of the position is to provide administrative and program support within the Experience Office, including Public Affairs Office, and Veteran Advocate Office; interfacing with individuals and stakeholders at all levels of the Department. The incumbent reports directly to the Experience Officer, who provides oversight of the administrative and operational activities.
Duties
Duties include but are not limited to:
Data administration, data review, data collection, and generating reports for the service.
Ensure service compliance with agency regulatory guidelines.
Assist with program planning, quality management assessments, and initiatives as well as designing and implementing programs that comply with day-to-day data management operations
Respond to telephone inquiries; screen and transfer calls as applicable to various departments.
Process incoming and outgoing material such as correspondence, reports, memoranda, and other forms of written communication.
Utilize integrated funds distribution, control point activity, and accounting/procurement (IFCAP) to enter purchase card orders for supplies and/or services.
Prepare procurement requests, evaluate work proposals, and act as the Contracting Officer Representative, (COR), for procurements.
Maintain procurement and contracting records and initiates paperwork for supplies and/or non-expendable property.
Compile project papers/reports, organize and deliver briefings to higher level staff and/or the supervisor to facilitate understanding and/or acceptance of findings/ recommendations.
Maintain awareness of available supplies/funds; make recommendations to the Supervisor regarding needs, distribution, or redistribution thereof.
Order general office supplies and equipment support to meet the department's needs.
Collaborate with Experience Office team members as well as administrative staff in other areas of VALBHS in gathering and organizing data for use by the Experience Office team in various projects.
Consult with the Experience Officer, Experience Office staff, interns, students, and WOCs to identify and implement improvements to optimize administrative processes.
Other duties as assigned.

Physical Requirements: The work requires routine movement throughout the facility. Walking, standing, bending, and carrying light items like papers or books and pushing a cart may occur daily. Considerable time may be spent on the computer and using a keyboard. No special physical demands are required to perform the work.

Qualifications

Time-in-Grade Restriction: GS-06 Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this restriction does not apply to you.) For this vacancy, applicants must have held a grade of GS-05 or higher for at least one year to be eligible for the GS-06 grade level. The grade must have been held in the Federal service but may have been in any occupation. (SF-50s Required).

Specialized Experience: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes experience where you were responsible for providing administrative support; collecting, compiling, and tracking data and information; processing documents and reports; establishing, updating, and maintaining office files and records; performing automation duties using software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; answering telephones, referring visitors, and providing information.
NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week.
There is no educational substitution for the GS-06 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution at the GS-06 level.
