This position is located at the Space Bureau, Earth Station Licensing Division, Federal Communications Commission in Washington, DC. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. RELOCATION EXPENSES ARE NOT AUTHORIZED.

Duties

The Earth Station Licensing Division (ESLD) is responsible for processing satellite earth station applications and special temporary authority requests under Part 25 of the Commission’s rules. The Deputy Division Chief acts pursuant to delegated authority on “routine” applications and requests for emergency or temporary authority or waiver of the rules that are consistent with Commission policy. 

Requirements

  • US Citizenship.
  • Suitable for employment as determined by a background investigation.

  • Males born after 12/31/59 must be registered with Selective Service.
  • Current Federal Employees Must Submit SF-50 which demonstrates grade.
  • FCC EMPLOYEES MUST provide a legible Personnel Action, SF-50.
  • Education-Transcripts Required
  • Drug Testing Required.
  • Security Clearance Required
  • If selected, a financial disclosure statement may be required.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.   Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For the GS-15 position, specialized experience includes the following:    - Experience serving as an expert on satellite engineering spectrum issues; and providing guidance and advice to management regarding engineering and regulatory issues: - Experience collaborating with stakeholders (i.e. government agencies, industry associations, and technology experts) to gather diverse perspectives and gather support for resolution and regulatory compliance. - Experience overseeing, directing, or managing a subordinate staff or serving as a team leader or project leader over a work group; - Experience representing the organization and explaining complex issues to high level officials on spectrum related matters at conferences, Members of Congress, industry representatives domestic and internationally; and - Experience conducting and participating in rule-making proceedings and/or inquiries and developing policy relating to satellite systems. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
