The primary purpose of this position is to perform the duties of the Quality Assurance Representative Project Officer in the field of F-35 Aircrew Training Devices, provides professional technical expertise to advise key officials, members of boards and committees, and military and civilian program managers on all aspects of policy, planning, review, and research.

Duties

Project Officer/Quality Assurance representative, employee is directed by the ATC Director of Operations and in coordination with the F-35 Joint Program Office; plans, organizes, studies, and reports on training requirements and operations associated with the academic portion of the F-35 pilot training program and security program management. Project Officer/ Quality Assurance Representative oversees contractor delivery of a complete educational system from development through execution involving conventional methods for effective formal training in the area of F-35 Pilot Training. Primary Activity Security Manager (ASM) for the F-35 ATC Special Access Program (SAP). Primary Facility Manager for the ATC.Oversees and ensures AF and DoD safety standards and security standards are met, ensures facility meets requirements to effectively train students, conducts equipment inventory with ATC contractors, and jointly determines working order and condition of government furnished equipment/material. Alternate International Military Student Officer (IMSO) appointed by the 56 FW/CC, the Alternate IMSO is an essential point of contact for the Security Assistance/Cooperation Development Training Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of DoD, JPO, AFSAT, and USAF policies, established concepts, procedures, principles, practices and techniques for quality assurance and skill to plan, develop, and implement quality assurance surveillance plans (QASP) for contractor services on F-35 aircraft training devices/systems. Broad knowledge of Air Force and DoD acquisition functional responsibilities and procedures. Comprehend the role of Government Project Officer/Quality Assurance Representative to integrate/coordinate quality program efforts with other functional disciplines such as engineering, procurement, configuration management, training operations, logistics, and test and evaluation. Working knowledge of maintenance and repair procedures, configuration control procedures, security and safety programs, operating characteristics and contractual requirements for training devices and system such as simulators, computers, visual systems, and electrical systems to assure proper assessment of contractor performance. Knowledge of conventional fact-finding or investigative techniques, and skill in developing, reviewing, analyzing, and evaluating facts relative to unsatisfactory conditions or trends, and in preparing documented reports of findings. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of F-35 aircrew training systems and devices, staff and faculty development, test and measurement and F-35 aircrew training system maintenance procedures and requirements. Ability to apply Quality Assurance Evaluation (QAE) and reporting methods, control methods, processes and procedures, principles, and practices; includes statistical analysis and sampling techniques, to interpret and determine success/failure of contractual obligations related to Luke F-35 Aircrew Training and Devices, Contractor Security Support, Facility Management and other related contracted effort. Ability to attain and maintain professional certification as Certified Acquisition Professional in the functional specialty of Production, Quality, and Manufacturing in order to interpret and apply product specifications, technical data, regulations, policy statements, and other guideline materials to assigned contracts. Skill in conducting studies, investigations, problem analysis, and developing logical, documented recommendations to support Statements of Works and document contractor's quality assurance plan in maintaining equipment or products associated with F-35 Aircrew Training Devices and Training Systems. Includes knowledge of Contractor Logistical Support (CLS) and contract procedures. Skill in developing and implementing security procedures which ensure 100% control and accountability of classified information/media/material in a manner which complies with AF and DOD policies. Knowledge of Defense Security Cooperation Agency program administration, policies, and procedures. Qualified in-depth knowledge regarding Security Cooperation training in particular, including international military affairs, Air Force International Affairs/Disclosure Processes, Foreign Military Sales and International Military Education & Training Programs processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
