This position is located in the Secretariat for Special Operations, Special Operations/Low-Intensity Conflict, which is responsible for providing oversight for all actions and initiatives related to programs, budgets, fiscal responsibility, audits, funding and other financial responsibilities, and the full cycle of budgeting from planning, programming, appropriations, and execution.

Duties

Incumbent typical work assignments may include the following: Serves as the principal advisor to the ASD(SO/LIC) for the overall preparation and justification of program recommendations and budget proposals to be included in Major Force Program 11 (MFP-11). Advises the ASD and other senior level DoD officials on resource policy, programming, budgeting, and budgeting execution issues as well as research, development, and acquisition issues. Represents the Office of the Secretary of Defense on various resource related working groups in the interagency arena, and maintains an active liaison with those agencies having responsibility for national security policy and financial planning activities. Advises the ASD on management of organization's multi-million dollar budget and exercises responsibility for overseeing financial management planning and performance.

Qualifications

In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 2 at the GS-12/13 grade level and a Level 3 at the GS-14/15 grade level Certification under the DoD Financial Management (FM) Certification Program. If the incumbent is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. You may qualify at the GS-14 level if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience advising senior U.S Government civilian leadership (e.g. Assistant Secretary, Under Secretary, Secretary) on budgetary matters affecting U.S. national security interests; providing oversight of budgetary or fiscal policy issues related to programs as they relate to Defense-Wide appropriations; developing options and recommendations to support Service decision-making process, including those related to logistics, sustainment, investments, program management, and budgets; preparing papers, briefings, and reports for senior leadership and media regarding U.S. budgetary matters and programs of the Military Departments and Defense-Wide budget accounts. You may qualify at the GS-15 level if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience advising senior U.S Government civilian leadership (e.g. Assistant Secretary, Under Secretary, Secretary) on budgetary matters affecting U.S. national security interests; providing oversight of budgetary or fiscal policy issues related to programs as they relate to Defense-Wide appropriations and US Special Operations Command (USSOCOM); developing options and recommendations to support Service decision-making process, including those related to logistics, sustainment, investments, program management, and budgets; preparing papers, briefings, and reports for senior U.S. Government civilian leadership (e.g. Assistant Secretary, Under Secretary, Secretary), Congress, and media regarding U.S. budgetary matters and programs of the Military Departments and Defense-Wide budget accounts, including USSOCOM. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.
