You will serve as the Installation Emergency Operations Center Manager in the Emergency Management Department of NAVSTA.
Duties
You will analyze established emergency procedures to confirm community and public awareness is incorporated into plans, preparations, and training.
You will monitor assigned communication systems (e.g., radio, alarm, camera, mass warning, notification systems) to determine emergency response.
You will organize staff training in the operation of an Emergency Operation Center (EOC).
You will recommend policy changes to improve the efficiency of an emergency management program.
You will write standard operating procedures (SOPs) and other guidance to support Emergency Operations Center (EOC) operations.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Analyzing and evaluating methods and techniques and presenting recommendations for improving emergency response capabilities; 2) Interpreting and applying Unified Facilities Code for Emergency Operations Centers and Mass Warning and Notification Systems to determine plan of response to incidents; and 3) Consolidating information from various sources into plans, procedures, and reports per established procedures and deadlines.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
