About the Position: The incumbent will serve as the technical advisor/consultant for safety issues. This position is assigned to the 1st Infantry Division Sustainment Brigade, Fort Riley, KS.

Duties

Serve as the Principal Staff Advisor for the Brigade's Safety Program. Establish a schedule for and conduct compliance inspections and surveys of ranges, organizations, facilities to identify operational and systemic safety and health deficiencies. Ensure compliance with established criteria, mission goals, and risk management. Assure proper accident notification and investigation procedures are followed. Conduct independent accident investigations of all classes and categories to determine contributing factors. Identify, analyze, and provide risk management control measure for life-threatening hazards. Assess the effectiveness of the safety program to identify strengths and weaknesses. Interpret and implement approved safety policies and adapt/supplement safety directives. Prepare and brief after-action reviews and prepare lessons learned and recommendations to assist follow-on operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must possess or be able to obtain and maintain a SECRET security clearance.
  • Incumbent will be required to DEPLOY (world-wide) with assigned/attached units for periods up 365 days. A physical examination for deployment is required.
  • Incumbent will be required to pass a military standard physical examination.
  • Incumbent must possess and be able to maintain a valid stateside driver?s license. Incumbent must possess or be able to obtain and maintain a U.S. Government Vehicle drivers license within 30 days of employment.
  • Incumbent may be required to work nights, weekends, holidays and/or irregular duty hours commensurate with mission requirements.
  • Incumbent may be required to perform TDY up to 50% of the time on an annual basis.
  • Exposure to elements associated in combat and contingency operations in CONUS and OCONUS locations. Employee may be required to perform work requiring chemical protective masks and protective clothing.
  • Incumbent is required to obtain and maintain standard Army Safety Program certification. Continuous education and training in a tactical field environment is required.
  • Incumbent must be able to meet weapons qualifications requirements.
  • This position has been designated as a mandatory drug testing position. Required to sign DA Form 5019 (CoE for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program).
  • Required to participate in random drug testing IAW AR 600-85.
  • This is an Emergency Essential (E-E) position subject to deployment. Anthrax inoculation program participation may be required. Employee will sign a statement agreeing to the E-E conditions of employment.
  • Required to sign DoD Form 2365. Required to undergo nuclear-biological and chemical training.
  • This position is an obligated position to which former incumbent has statutory reemployment rights under 10 USC 1586.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) For the GS-12: Specialized Experience: One year of specialized experience which includes managing one or more elements of a safety and occupational health program that provides safety policies to military operations; implementing safety control measures that reduces the risk of human, material and environmental harm; investigating accidents to identify causes and compile data for reports; and advising on courses of action to mitigate safety concerns. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
