This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command. The incumbent will will serve as an IT Specialist (PROJMGT/PLCYPLN).
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a IT SPECIALIST (PROJMGT/PLCYPLN) at the NH-2210-3 some of your typical work assignments may include:
Serves as the command's Information Technology (IT) Configuration Manager within the USTRANSCOM Command, Control, Communication and Cyber Systems Directorate.
Maintains configuration management artifacts to include the USTRANSCOM Configuration Management Instruction, the configuration management Standard Operating Procedure (SOP), the configuration management roadmap and collaborates with the IT Service Management tools team to ensure the Government-designated IT Service Management (ITSM) platform matures with emerging processes and technology.
Chairs the command's Enterprise Configuration Control Board (ECCB).
Oversees and directs a team of contractors that work closely with organizational stakeholders to: 1) Ensure the proper configuration standards for both hardware and software assets; 2) Identifies, records, controls, reports, audits, and verifies service assets and configuration items, including baselines, versions, constituent components, attributes, and relationships; and 3) Maintains accurate configuration information in the Configuration Management Database (CMDB) including the baseline configuration by performing daily audits of the CMDB and reconciling any changes against change requests
Ensures appropriate controls are in place to manage changes to Enterprise IT Baselines and integrates TCJ6 configuration management processes with the command's change management framework.
Leads major technology initiatives and presents complex information via easily understandable communication presentation methods and techniques, providing innovative, cutting-edge technology solutions leveraging state of the art technologies.
Analyzes and assesses complex integration challenges and works with technical experts to provide evaluations and recommended technical information technology solutions.

- This is an IT Service Management position. The employee must attain and maintain current version ITIL Foundation certification within six months of filling the position
- Employee is eligible for local Recurring Telework, dependent on mission requirements.
- Employee may be required to work overtime on an unscheduled or emergency basis
- Employee may be required to travel by military or commercial aircraft in the performance of TDY assignments
- A graduate degree in computer science, computer engineering, information technology, or a related field is highly desirable.
- TIL Managing Professional (MP) or ITIL Master certification is highly desirable
- Completion of Professional Military Education (PME) ? Intermediate Developmental Education (IDE) or Joint Professional Military Education (JPME) II is highly desirable
Qualifications
You may qualify at the NH 03 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02 OR GS-12 grade level in the Federal service as listed below:
Leading and facilitating discussions and governance meetings on configuration management
Conducting business case analysis, and establishing and creating integrated work plans and scopes that maximize return on investments
Overseeing IT configuration management related projects across the enterprise
