This position will serve as a Program Analyst within the Federal Highway Administration, responsible for managing a range of financial management, budgeting, statistical analysis, and automated reporting functions for grant programs. The incumbent will provide functional and technical support with stakeholders across the organization, provide system access, administer proactive programming and maintenance to major applications of the organization, and provide annual audit support.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience for the grade at which you are requesting consideration. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume and applicable documentation or you may be deemed ineligible.   For the GS-13:You must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience supporting financial management programs using various data management tools, such as Excel, Access, Power BI, Tableau, to analyze and to derive innovative findings from multiple data sources; AND Experience in planning, conducting, and presenting complex financial analyses using automated financial system analysis techniques in order to maintain financial system interfaces and impacts to organizational level programs. For the GS-14:You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-13 grade level, which included:  Experience supporting financial management programs using various data management tools, such as Excel, Access, Power BI, Tableau, to analyze and to derive innovative findings from multiple data sources; AND Experience in planning, conducting, and presenting complex financial analyses using automated financial system analysis techniques in order to maintain financial system interfaces and impacts to organizational level programs; AND Experience managing organizational processes; drafting, communicating and presenting executive level reports and briefs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following area: Technical Skills Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.  Applicants must meet all qualification requirements by the closing date of this announcement.
