These positions are located at various Forests and duty locations throughout Region 4 and have responsibilities in budget analysis including implementing, operating, and maintaining a single integrated financial information system; performing the full range of budget work and providing advice and assistance to subordinate units. Duties

Responsibilities listed are reflected at the GS-11 and GS-12 level, as annotated. GS-12: Position is responsible for performing the full range of budget work and providing advice and assistance to subordinate units. GS-12: Track budget expenditures against approved budget plans to ensure that funds are being spent according to laws, regulations, and policies. GS-12: Prepare detailed obligation plans to assist with program budget decisions. GS-12: Provide advice to managers on writing budget justifications responses in order to obtain and defend funding requests. GS-12: Make formal presentation of findings and recommendations to top levels of management. GS-12: Develop and maintain automated Financial Management Systems, programs, and databases to track budget information. GS-12: Conduct annual year-end close out reconciliation with accounting records. GS-12: Interpret complex legislative, policy and other decisions or directives to meet mission objectives. GS-12: Plan the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit?s work. GS-11: Monitor budget and recommend reprogramming of funds as needed. GS-11: Review and coordinate financial obligations, payments, adjustments, and receivables for an organizational program. GS-11: Perform analysis of budget requests, current and historical data to assist operating officials in making funding decisions. GS-11: Serve as a financial systems point of contact for subordinate units in support of the budget process. GS-11: Analyze program status, trends and utilization of resources in meeting program accomplishments and mission objectives. GS-11: Review unit and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines. GS-11: Perform administrative and human resources management functions for the unit. 11-12: Perform supervisory duties 20% or less of the time.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Basic Requirement: Specialized Experience Requirement For the GS-9: You must have one year specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as one or more of the following: Assisted with routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; provided required data and assistance in developing budget and program planning summaries; assisted in the review and coordination of budgetary documents, allocations and operating budgets; and performed analysis of unit budget needs. OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as one or more of the following: Performed routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; provided required data and assistance in developing budget and program planning summaries; assisted in the review and coordination of budgetary documents, allocations, and operating budgets; and performed analysis of unit needs, making recommendation for budget modifications, and creating allotments. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
