Duties

- As Division Chief, plans, organizes, and directs the activities of the 70 ISRW Advanced Programs Office (AP) ensuring that AP complies with legal and regulatory requirements and meets customer needs. - Represents the 70 ISRW Advanced Programs Office with a variety of installation and functional area organizations and provides enterprise and subordinate organizations worldwide with authoritative guidance on aspects concerning the protection of classified national security information and SAP. - Provides enterprise and subordinate organizations worldwide with authoritative guidance on aspects concerning Information Security, Personnel Security, Industrial Security, and Physical Security programs for the protection of classified national security information and SAP. - Directs and oversees management of the SAP Information Security, Personnel Security and Industrial Security programs protecting the Special Mission Enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise mission interests, national defense or national security. - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications

  • Direct Deposit: All federal employees are required to have direct deposit
  • NSA Access: The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1 for access to NSA sites and systems.
  • Counterintelligence-Scope Polygraph: The employee must be willing to undergo and successfully complete a counterintelligence-scope polygraph (CSP) examination.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge in security practices with skill in applying advanced knowledge to difficult and complex work assignments, and to guide the work of other security specialists; knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security. 2. Knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. 3. Skill to interpret a variety security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs. 4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. 6. Ability to plan, organize, and direct the functions and staff of a small organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
