This position is located at the John L. McClellan Memorial Veterans' Hospital in Little Rock, AR. The Administrative Officer provides oversight and administrative operations management of outpatient care services at CAVHS and related CBOCs, including Primary Care, Mental Health, Medical/Specialty Care, and Clinical Support Services, integrating all aspects of ambulatory care into the Clinic Practice Management structure.
Duties

Duties may include, but are not limited to the following:
Provides access related consultative services to review and develop guidance and policies that will facilitate standardized processes within the facility.
Reviews and provides input on regulations and policies for local interpretation, utilizing local clinic practice management and communication strategies.
Works as part of an in- house team to ensure a wide range of local factors are considered in the application of national policies and procedures.
Gives advice, counsel, and instruction to employees on both work and administrative matters.
Implements process improvement and training opportunities that support frontline employees in providing predictable, consistent and comfortable customer service experiences for Veterans, their caregivers and beneficiaries.
Utilizes advanced principles and strategies for access improvement to review and provide recommendations.
Incorporates process improvement based upon knowledge of VHA's and local organizational philosophy, policies and management principles.
Develops the need for and maintains an awareness of available resources and makes recommendations to the Chief of Access & Clinic Practice Management regarding needs, distribution or redistribution of the resources.
Works closely with the Chief of Clinic Practice Management and clinic managers to formulate budget recommendations for all outpatient clinical services in order to allocate all available resources to achieve optimal outcomes in access to care and the Veteran Experience.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 7:30am - 4:00pm (Subject to change based on the needs of the Agency)

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-09 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience consists of performing a wide variety of administrative duties in functional areas; gives advice, counsel and instruction to employees on both work and administrative matters; performs human resources tasks; reviews and advises on policies and procedures; and assists with budget formulation. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR-
EDUCATION: Have successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. Physical Requirements: Performance of the Administrative Officer's duties may require extensive walking per day to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
