Duties
Propose changes to financial management activities or systems in order to meet new regulatory and legislative requirements.
Analyze the financial systems impact of changes in laws, policies, and procedures. Apply regulatory policies and procedures to develop plans and recommendations to standardize systems.
Provide analytical support by performing audits, studies, or reviews to determine reliability and accuracy of financial reports, statements, or data.
Analyze operational trend statistics for the improvement of broad financial management issues.
Participate in meetings with system users to identify areas of concern or problems with systems in meeting changing organization needs.
Provide technical advice and assistance to team members for the interpretation of system information assurance controls.
Lead projects related to large-scale financial or accounting system reviews, changes, testing or implementation that require coordination of diverse functional and technical resources across departmental lines.
Develop a communication plan that identifies key stakeholders, critical messages for each stakeholder and communication mediums and strategies for implementing the communication plan.
Perform organizational-level reviews of financial systems to identify weaknesses and ensure compliance with applicable regulations.

Qualifications
GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
Specialized experience is defined as:
Providing substantial financial systems knowledge to leadership in order to assist with the financial mission; interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; knowledge of generally accepted principles related to accounting, finance, and internal controls.
GS-11 Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
GS-12:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-12: Specialized experience is defined as:
Demonstrated knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying, documenting and recommending financial system requirements; researching issues related to the integration of financial systems. Demonstrated knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying and documenting financial system requirements; testing financial systems to ensure all functional requirements are met.
GS-12 Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
GS-11 Substitution of Education for Experience:
- Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-12: Education is not substitutable for specialized experience at this grade level.
