Duties
This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary-Policy, Management, and Budget, Deputy Assistant Secretary - Human Capital and Diversity, Office of Human Capital (OHC) in Washington DC.
This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1) Plans, designs, coordinates, recommends, implements, and evaluates Department-wide policy, standards, guidance, and procedures for performance management and employee recognition programs ensuring statutory and regulatory requirements are met.
2) Leads or conducts work groups or cross-functional teams, institutes surveys or focus groups, or uses other approaches for developing and identifying solutions to systemic, critical, or chronic problems.
3) Conducts or leads studies, projects, or special initiatives relating to program or policy issues and legislative changes.
4) Provides interpretive advice and guidance to employee relations specialists, attorneys, and subordinate organizations on performance management and employee recognition functions.
5) Writes and issues recommendations, decisions, or responses to case-specific actions requiring including policy advisories and stakeholder inquiries from OPM, DOI, and Congressional inquiries.
6) Serves as the performance management and employee recognition subject matter expert on teams responsible for implementation and maintenance of automated performance management and employee recognition system.
7) Develops policies, procedures, directives, and guidance based on studies of DOI operations, administrative and court decisions, legislative history and issues to determine the need for new approaches, program emphasis, and guidelines.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Washington, DC Salary Information:
GS-14: $132,368 - $172,075 per annum
Remote Duty Location Salary Information: Pay will be set according to selectee's geographic area.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) recommending or revising implementation procedures and guidance to administer human resources policies, such as performance management, employee recognition, and employee relations; 2) providing advice and guidance to stakeholders on complex federal human resources issues, including items of a sensitive or controversial subject matter; 3) leading collaborative workgroups or teams to develop and or implement human resources policies; AND 4) developing briefings, presentations, and training on various human resources programs.
