This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
This is a TERM NTE 2 years position and obligated to the previous incumbent. May be extended or made permanent without further competition. Incumbent may not be eligible for placement rights back to previously held position.
Duties
Performs a wide variety of duties of a technical nature including performance of various screening tests, patient assessments, triage, and health education.
Performs all necessary tests including: Vital Signs, EKGs, Spirometry, Audiograms and Vision tests.
Provide routine medical care in accordance with protocols such as: basic wound care, dressing changes, application of splint, application of hot and cold packs, etc.
Perform required quality improvement checks to equipment.
Schedule patient appointments.
Operates as an EMT on emergency or patient transport vehicle.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Immunization screening required.
- Influenza immunization required.
- Wear of medical professional attire and personal protective equipment required.
- New Jersey or National Emergency Medical Technician certification required for entry into this position.
- CPR certification required for entry into this position.
- One-year probationary period may be required if not already served per 5 CFR criteria.
- Pre-employment and random thereafter drug testing required.
- Pre-employment, annual, and exit physical required.
- NJ or other state valid driver's license required.
- Government driver's license required.
- Incumbent may be required to work outside of normal business hours, weekends, and holidays to meet mission requirements.
- This is a TERM NTE 2 years position.
- One-year term trial period required.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: providing direct patient care in a clinic and at the site of an incident; operating an emergency or patient transport vehicle; maintaining medical records of screenings completed during physical examinations for employees; and operating and ensuring functionality of equipment and screening tools. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as human anatomy and/or physiology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Selective Placement Factors:
1. Must possess and maintain a New Jersey, National, or State Emergency Medical Technician (EMT) certification that has reciprocity with New Jersey.
2. Must possess and maintain an American Red Cross Cardiopulmonary Resuscitation (CPR) for the Professional Rescuer or equivalent American Heart Association certification.
