THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a INTEGRATED PRIMARY PREVENTION OFFICER (PREV WF). This position serves as the Director of the Integrated Primary Prevention (IPP) Program. Responsible for the overall management, guidance, development, implementation and maintenance for the primary prevention of harm and other prohibited abuse and harmful acts.

Duties

As a INTEGRATED PRIMARY PREVENTION OFFICER (PREV WF), GS-0101-13, you will: Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Serves as the principal advisor to TAG regarding the integrated primary prevention of all self-directed harm and prohibited abuse or harm as defined in applicable regulations and policies. Develops IPP plan(s) in coordination with all relevant offices (i.e. Family Programs, Resilience, SARC, Psychological Health, EO/EEO). Develops Joint Force Headquarters (JFHQ) goals and objectives to effectively address self-directed harm, prohibited abuse or harm, personal resilience, and quality of life issues impacting Service members and their families. Promotes cross organizational collaboration with JFHQ directorates, by assigning tasks to appropriate Wing/Region based on organizational priorities and requirements. Collects and reviews integrated primary prevention issues, disseminates findings to appropriate headquarters functional offices of primary responsibilities (OPRs) for resolution. Reviews progress and analyzes solutions, and, if appropriate, initiates action to raise issues to the NGB IPP cell for resolution. Provides recommendations to senior JFHQ leaders in developing 0 implementing the effectiveness of their primary prevention program. Provides expert counsel to leaders at all levels of best practices, and evidence-based programs, policies, and plans that increase primary prevention capacity and address specific population-level needs within their organizations. Oversees the development and allocation of all primary prevention funding and human resources impacting the full range of the IPP program. Prepares and justifies and submits budget inputs and forecasting. Represents primary prevention issues as a member of leadership committees, boards, and working groups. Compiles and presents IPP assessment and evaluation results to the leadership team. Monitors and advises on activities of subordinate IPP programs. Provides guidance to Wing/Region PPIs on the most complex issues when formulating a recommended course of action for leadership. Represents TAG on IPP issues at forums and conferences. Acts as the tip of the spear for initiatives and programs directed by NGB regarding the IPP programs. Conducts gap analyses to identify needs among the Service members and their families. Works with the field to promote and link various military and non-military resources to improve access to a variety of support agencies.

Requirements

  • Must be able to obtain and maintain the appropriate security clearance of the position. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.

Qualifications

GENERAL EXPERIENCE: Specialized experience time requirements 1 year equivalent to at least next lower grade level. This specialized experience time requirement applies to both one- and two-grade interval work. SPECIALIZED EXPERIENCE: 1year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
