THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a WORKPLACE VIOLENCE & HARASSMENT PREVENTION SPEC (PREV WF). The primary purpose of this position is to directly support the development and execution of policies, programs, and procedures to implement integrated primary prevention strategies and plans which impact or relate to the primary prevention of workplace harassment.
Duties
As a WORKPLACE VIOLENCE & HARASSMENT PREVENTION SPEC (PREV WF), GS-0101-12, you will:
Using issue specific expertise, acts as the program data analyst on Integrated Primary Prevention (IPP) as applied to Healthy Climates/Cultures promotion and Harassment prevention. Advances policies outside of the existing military Equal Opportunity (EO) and Equal Employment Opportunity (EEO) offices for equities specific to Healthy Climates/Cultures and Harassment primary prevention.
Facilitates dialog between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the earliest prevention of harassment and promotion of healthy climates/cultures.
Maintains insight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, and councils. Supports engagement in existing state tools and programs.
Identifies the relevancy of NGB and DoD tools to measuring state outcomes in the primary prevention of harassment and promotion of healthy climates/cultures and eliminates redundant and or ineffective programs not supported by data.
Consults with and obtains consensus with NGB IPP SME cell.
Assists IPP Officer, TAG, Assistant TAG, directorate, and division-level Leadership with data-informed decisions to appropriately resource Healthy Climates/Cultures and Harassment primary prevention activities and requirements throughout the state.
Establishes, revises, and reviews policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment.
Develops performance measures to meet statutory and regulatory compliance, implements quality improvement plans, and assesses the effectiveness of TAG's integrated primary prevention program.
Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations.
Conducts educational sessions and briefings for JFHQ Leadership and JFHQ SMEs (i.e., State Family Programs Director, Chaplains, State Equal Opportunity Managers, IPP SMEs) regarding the primary prevention of harassment and promotion of healthy climates/cultures.
Works within IPP Officer to elevate promising practices within the state that relate to the primary prevention of harassment and promotion of healthy climates/cultures and report findings up to NGB.
Consults with managers in areas that impact Healthy Climates/Cultures and Harassment to ensure integrated prevention trainings are synchronized to promote and incorporate evidence-based practices and learning objectives and are designed for the National Guard (NG) with cross-functional impact.
Reviews environmental/climate qualitative and quantitative survey data collected.
Analyzes and recommends changes to surveys and trainings for Healthy Climates/Cultures and Harassment outcomes, sharing findings with appropriate stakeholders.
Maintains an understanding of EO, EEO, and other Human Resource policies and the working dynamics between primary prevention and response.
Maintains collaborative relationships with the JFHQ, Wing, and Brigade (BDE) EO and EEO personnel, NGB, and other relevant support programs.
Coordinates with State Equal Employment Managers (SEEMs) to secure access to de-identified data that will be used for developing products, statistical analysis, tracking, reporting, evaluating program effectiveness, and conducting research for the primary prevention of harassment and promotion of healthy climates/cultures.
Coordinates with EO/EEO response personnel to ensure alignment of messaging to JFHQ council or board leadership regarding Healthy Climates/Cultures and Harassment.
Maintains familiarity with evidence-based assessments and measurements. Reviews local needs to identify any processes requiring modification.
Requirements

- Must be able to obtain and maintain the appropriate security clearance of the position. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
Qualifications
GENERAL EXPERIENCE: Specialized experience time requirements 1 year equivalent to at least next lower grade level. This specialized experience time requirement applies to both one- and two-grade interval work.
SPECIALIZED EXPERIENCE: 1year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
