The incumbent of this position serves as the Director of Strategy with responsibility for providing leadership, strategy, change management, evaluation and project management on cross-operations, OD-wide programs, as well as leads ODEO strategy, communications, and organizational development.
Duties
Performs strategic planning, organizational transformation and alignment efforts, program evaluation and data analysis to achieve the long-term vision of the Executive Office and the Office of the Director.
Develops and coordinates highly visible projects and events under the purview of the organization.
Provides consultative leadership in policy and program development activities by identifying issues and developing new approaches to problems arising out of complex management areas.
Speaks for and represents the interests of OD and NIH senior leadership and represents their interests on NIH-wide committees.
Establishes and maintains effective working relationships with senior executives, corporate leaders, and representatives of other Federal agencies.
Provides leadership and direction to subordinate supervisors, leads, staff and programs.
Allocates and manages subordinate organizational resources, including staff, budget, equipment, and space, and oversees daily activities of these work groups, as well as technical aspects of communications services and products.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-15 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing strategic planning and organizational change management activities to support organizational goals and mission responsibilities; overseeing program evaluation and data analysis activities and providing guidance to senior management officials on methods to improve effectiveness, efficiency, and productivity of organizational programs goals; developing and implement programs, projects, and policies to support organizational requirements; coordinating with other organizations, officials, and staff on organizational programs, operations, or issues; and providing supervision and direction to other staff.
