The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

Assist the Intelligence Community Chief Information Officer (IC CIO) to lead the organization to accomplish the following: Manage activities relating to the IT infrastructure, enterprise architecture, information security, and network defense requirements of the IC. Guide development of strategic plans, evaluation of plan effectiveness and IC performance, and development of performance and resource recommendations to support the IC's overall attainment of the U.S. Government's strategic objectives. Lead the development of network and communications architectures for the IC with the objective of creating a new national exemplar for secure, resilient high-performance enterprise network architectures for the next 20 years that will support key initiatives such as AI/ML, quantum computing, and enterprise-level software development to deliver capabilities for all users. Partner with U.S. Government agencies to ensure the delivery of effective and efficient mission support services to customers. Set conditions for effective management of cost, performance, schedule, and risk for enterprise information technology efforts. Advocate for and conduct oversight of acquisition & procurement capabilities (e.g., enterprise license agreements) supporting the enterprise. Build, oversee, and sustain effective partnerships and collaboration with IC Element CIOs to advance the Intelligence Community Information Technology Environment (IC ITE) and advocate for IC technology needs and investments. Represent the IC CIO in technical & programmatic reviews of Major System Acquisitions (MSA), Special Interest Acquisitions (SIA), and other big-ticket procurements. Represent the IC CIO organization before Congressional committees, subcommittees, Office of Management & Budget (OMB), White House, and other federal government forums and organizations to present or defend IC CIO mission and business efforts and resources. Lead, initiate, cultivate, and maintain productive working relationships with ODNI staff, other IC organizations, and private service providers in order to effectively develop and deliver integrated mission driven solutions to ODNI's customers. Lead and manage a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation; lead through example of the ODNI commitment to diversity and opportunity. Provide leadership, guidance, and oversight of staff in order to elicit, analyze, and define customer/stakeholder requirements, support development of investment plans, and ensure development of business cases spanning multiple Intelligence Community elements in order to meet stakeholder requirements.

Qualifications

Mandatory Requirements: Broad experience at the senior executive or General/Flag officer level leading and managing large and highly complex operational or intelligence programs. Proven leadership ability and business acumen, capable of developing effective integration strategies, building coalitions, and driving change to improve operations within large, complex organizations. Significant demonstrated knowledge of and experience in the development, delivery, and oversight of information technology services that are responsive to IC mission needs. Superior program management, analytic, and critical thinking skills including the ability to conduct program and management assessments, identify needs and requirements, and develop process improvement recommendations for implementation across the IC. Executive-level ability to evaluate and integrate differing viewpoints into an IC perspective in order to increase a comprehensive understanding of key issues and communicate alternative perspectives. Superior ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development at all levels of personnel. Superior leadership and management skills in planning, recruiting, developing, managing, and directing multidisciplinary teams. Desired Requirements: Superior knowledge of the IC mission, objectives, policies, and authorities. Substantial experience in applying budget and program management principles and methods to large programs that support IC missions across organizational boundaries. Demonstrated ability to grow a diverse and vibrant pipeline. Experience with the requirements, capabilities, resourcing, strategy development, and policy processes for both the ODNI and DOD.
