The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Phoenix VA Healthcare System in the Pharmacy Service Line. The primary purpose of the position is to provide administrative support and serves as a resource person to all staff members of the Pharmacy department in administrative matters.
Duties
Major duties of the position include but aren't limited to:
The incumbent is responsible for business operations functions and assignments made by the Administrative Officer, keeping the Administrative Officer and Chief Pharmacy Service Line informed of matters related to the service. This may include interpreting administrative policies, helping to develop or implement local policies, defining administrative requirements and/or providing advice to top management on related issues. This includes applying administrative policies, maintaining various systems or other staff requirements. He/she performs work in direct support of an administrative area such as: Human Resources, Purchasing, Management Analysis, and/or Operating Program Analysis. Provides clerical assistance, or technician level support from within an Administrative Office or from within a functional component such as the Human Resources Office, the Budget Office, the Contracting Office, or a comparable setting.
Serve as the primary timekeeper for all employees in Pharmacy Service. Duties include: Working in VISTA, developing, maintaining and updating leave, posting leave and attendance, advising supervisors of discrepancies, proper procedures for using Family Medical Leave Act (FMLA), Family Care, Sick Leave and in-lieu status, minor changes and correcting actions, compiling and researching data such salary costs, hours worked, overtime expenditures, and other similar items. Incumbent obtains qualifications and training to perform these duties and is responsible for following mandatory guidelines and procedures. Receives incoming mail and either routes or hand delivers same. Appropriately routes correspondence, directives, reports, etc. Collects data from other segments of the health care system and compiles/analyzes information needed by Pharmacy Service in replying to inquiries.
Prepares outgoing correspondence and documents for signature. Drafts replies to routine correspondence through Administrative Officer for review prior to submitting for signature by others. The incumbent gathers information utilizing own initiative. Receives, reviews, and establishes controls for correspondence/reports.
The incumbent supports assigned program managers with action items from the facility's Executive Leadership team via VA Central Office, VISN Pharmacy Executive and VACO Pharmacy Benefits Management by analyzing and determine the appropriate way to address each. This normally includes determining appropriate data to be provided for request including supplementary and alternate data not identified in the initial request. The incumbent will decide to assign an action item to the appropriate facilities, gather and aggregate the responses; or gather data independently from existing data bases to provide a comprehensive department response to the appropriate higher headquarters element.
Incumbent is a purchase card holder. The cardholder is responsible for: Completing training on proper use of the purchase card; Being knowledgeable of limitations on spending; Complying with all acquisition regulations; Verifying funds availability prior to making purchases; Complying with single purchase and monthly thresholds (single purchase threshold, FAR 13.003 Policy (c) (2). It is recommended that cardholder strive to have all charges reconciled within the first ten days. He/she resolves disputes of unknown or incorrect charges also within the established time limits. Cardholder must leave all charges reconciled prior to taking annual leave or traveling for more than seven calendar days. Provides approving official with all pertinent purchase card documents for approval by the same and maintains documentation as required for six years and three months. He/she will input orders into IFCAP Purchase Card Menu, prior to purchase or within 1 workday of purchase
Work Schedule: Mon - Friday 0800 - 4:30

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing clerical/administrative duties in an office environment; answering and directing phone calls; preparing correspondence; maintaining files/records; and using a computer to perform a variety of support tasks. At this grade level, applicants should have good verbal and written communication skills and the ability to perform assignments independently with minimal oversigh.
